Strategic Planning for Developing School Administration in the Department of Education, Bangkok Metropolitan Administration

Abstract
The research aimed to 1) study the problems of strategic planning for developing school administration in Department of Education Bangkok Metropolitan Administration and 2) propose strategic planning guidelines for developing school administration in Department of Education Bangkok Metropolitan Administration. This research was qualitative research using content analysis to summarize key themes and connect them with secondary data. The data were collected through in-depth interviews with 15 school administrators and a focus group discussion involving 12 experts in educational administration. The research instruments were semi-structured questionnaires for in-depth interviews and note-taking forms for focus group discussions.
The results revealed that:
1. Strategic planning problems for developing school administration in Department of Education Bangkok Metropolitan Administration are divided into 5 topics: 1) Data Insights Analytics for strategic planning, 2) Vision determination that responds to changes in society in the digital age, 3) Defining the mission that drives new concepts into the action plan, 4) Target determination linked to the budget and actual resources, and 5) Linkage between strategic plans and educational administration.
2. The strategic planning guidelines for developing school administration in Department of Education Bangkok Metropolitan Administration were 6 aspects: 1) Data Insights Analytics, 2) vision determination, 3) mission determination, 4) goal determination 5) core values determination, and 6) action plan setting.
