A Participatory Model and Process for Social Welfare Services in Yang Noi Sub-district in Kosumpisai District, Maha Sarakham Province.

Abstract

The purposes of the qualitative research were to study a participatory model and process for social welfare services, to investigate factors in supporting the model and process, to assess results of the implementation of the model and process and to propose the appropriate participatory model and process of social welfare services for all stakeholders in Wang Saeng Sub-district, Kaedam District and Yang Noi Sub-district in Kosumphisai District, Maha Sarakham Province. The key informants were members of fund executive council, members of fund council, local executives, officers of the sub-district administrative organizations, village
headmen, and members of social welfare networks. The instrument was an interview form and an observation form. The descriptive analysis was employed for the study. Results of the research were as follows: The study showed that community welfare fund was established in Wang Saeng Sub-district in 2005, and the community welfare fund was established in Yang Noi Sub-district in 2011. The community welfare fund was managed by the community fund council consisting of representatives of the villages in Wang Saeng Sub-district and Yang Noi Sub-district. The administrative structure was divided into clear affairs and responsibilities of the administrative members. The fund was collected from members of the community fund, financial support from the sub-district administrative organizations, and the government. The
community welfare services were provided to all people in the community. The community welfare fund was managed and controlled by the community fund council. The meeting was held yearly for the final report of the community fund management. Four key Factors in supporting the participatory model and process of the social welfare services consisted of 1) public policy for decentralization, 2) support of local executives and public participation, 3) social capital of communities for community fund management, and sense of belonging of people in communities.
