Acknowledgement of the Persons with Disparity of their Rights According to Article 20 of the Act of Empowerment of the Persons with Disparity B.E. 2550 : A case study of Phichit Province

Abstract

          The objectives of this research are 1) level of awareness of the rights of persons with disabilities, 2) comparison of personal factors with the perception of rights of persons with disabilities, and 3) problems, obstacles and recommendations for the recognition of the rights of persons with disabilities under Section 20 of the Act. Promotion and Development of the Quality of Life of Persons with Disabilities 2550 : A Case Study in Phichit Province It is a quantitative research. The sample consisted of 393 persons with disabilities. The tool used in the study was a questionnaire with questionnaire consistency between 0.5-1.0 and questionnaire confidence value of 0.865. The statistics used for data analysis were frequency distribution. Percentage, mean, standard deviation And t-test and F-test. One-way ANOVA analysis of variance. Open-ended questions. Using content analysis technique (Content Analysis Technique) in context, presenting in an arrangement of tables. The results of the research were as follows: 1) the recognition of the rights of persons with disabilities under Section 20 of the Promotion and Development of the Quality of Life of Persons with Disabilities Act, B.E. The overall results were at the moderate level. 2) The comparative results showed that people with disabilities with different incomes had opinions on the perception of the rights of persons with disabilities under Section 20 of the Promotion and Development of the Quality of Life of Persons with Disabilities Act B.E. 2550 : The case study in Phichit Province showed statistically significant difference at 0.05 level while other factors were not different. 3) Results of problems, obstacles and recommendations showed that persons with disabilities did not fully realize their rights. And do not know their rights And still being exploited In addition, there is no center to support dog training to guide the visually impaired. Suggestions found that the government and related agencies should encourage local government organizations to proactively publicize their approach to people with disabilities at home. Must focus on Support and encourage people with disabilities to be treated equally. And should establish a dog training center to make the visually impaired people happy in navigation.
