A Study of the State of Academic Administration and Guidelines in Schools Under the Special Education Bureau Under the Office of the Basic Education Commission

Abstract
The purpose of this research were to study the condition and guidelines in academic administration development of school under Special Education Bureau, Office the basic Education Commission. The population was 176 schools, the samples were 123 schools. Informants totaling 246 people. The research instrument was five-point rating scale questionnaires. The statistics for data analysis were mean (), Standard Deviation (S.D.). To study guidelines in academic administration development, the data were information derived from interviewing 7 specialists, and were analyzed by using content analysis.
The result revealed that the condition and guidelines in academic administration development of school under Special Education Bureau, Office the basic Education Commission in overall was in high level. When considering by aspects, the highest average level was teaching and learning management and the lowest average level was Internal supervision. The guidelines in academic administration development of school under Special Education Bureau, Office the basic Education Commission were as follows. In curriculum development, there should be organize training, supervision, monitoring and evaluation, set frame activities, and teachers are involved in improving the course content. In teaching and learning management, there should be train teachers and parents to have a better understanding the arrangement of classroom conditions to suit the context of the educational institution and conducive to the learning of the learners. In measuring and evaluation, there should be analyze learners, analyze proficiency level, have a variety of assessment methods, and assess based on actual conditions. In internal supervision, everyone is involved in the supervision process, create understanding, awareness, and create a guidance for guidance in a good way. In classroom research, there should be create understanding, change attitude in the correct research process.In development of media, innovation and educational technology; there should be enough supply print media and technology, update the media manual, give knowledge for teachers, parents, and communities, inventing and modifying existing media or apply online media to suit the context of each individual learners.
