UNIVERSITY LECTURER GOOD GOVERNANCE: A NEW CONCEPT FOR HIGHER EDUCATION REGULATION

Abstract
This academic article was aimed at developing and proposing a conceptual framework of governance for university lecturers. A comprehensive literature review in the fields of governance, public administration, and higher education management was conducted to explain how academic power is regulated among university lecturers as primary fulfillers of higher education institutions' core missions. From the study, it was found that existing knowledge on governance was predominantly focused on state, corporate, and university-level management. Meanwhile, the exercise of academic power by university lecturers was yet to be developed into a specific concept with a distinct scope and defined elements. Therefore, it was proposed by this article that university lecturer governance be defined as a professional framework based on governance principles in the exercise of academic power, decision-making, and duty execution. Transparency, accountability, fairness, participation, auditability, and public interest are promoted through this framework, thereby leading to the enhancement of quality, credibility, and sustainability in higher education institutions. Furthermore, a conceptual framework consisting of three dimensions—namely, the foundational concepts, operational processes, and governance outcomes—was presented by the author. This framework can be utilized as a foundation for the development of research tools, empirical studies, and future policy formulations aimed at promoting governance among university lecturers.
