ธรรมาภิบาลของอาจารย์มหาวิทยาลัย: มโนทัศน์ใหม่สำหรับการกำกับดูแลอุดมศึกษา

บทคัดย่อ
บทความวิชาการนี้ มีวัตถุประสงค์เพื่อพัฒนาและเสนอแนวคิดธรรมาภิบาลของอาจารย์มหาวิทยาลัย โดยใช้การทบทวนวรรณกรรมด้านธรรมาภิบาล รัฐประศาสนศาสตร์ และการกำกับดูแลอุดมศึกษา เพื่ออธิบายการกำกับการใช้อำนาจทางวิชาการของอาจารย์มหาวิทยาลัยในฐานะผู้ปฏิบัติตามพันธกิจหลักของสถาบันอุดมศึกษา ผลการศึกษา พบว่า องค์ความรู้ด้านธรรมาภิบาลที่มีอยู่ส่วนใหญ่มุ่งอธิบายการกำกับดูแลในระดับภาครัฐ องค์กรและมหาวิทยาลัย ขณะที่การใช้อำนาจทางวิชาการของอาจารย์มหาวิทยาลัยยังไม่ได้รับการพัฒนาเป็นมโนทัศน์เฉพาะที่มีขอบเขตและองค์ประกอบชัดเจน บทความจึงเสนอว่า ธรรมาภิบาลของอาจารย์มหาวิทยาลัย หมายถึง กรอบแนวทางการปฏิบัติหน้าที่ของอาจารย์ที่ยึดหลักธรรมาภิบาลในการใช้อำนาจทางวิชาการ การตัดสินใจ และการปฏิบัติหน้าที่ เพื่อให้เกิดความโปร่งใส ความรับผิดชอบ ความเป็นธรรม การมีส่วนร่วม การตรวจสอบได้ และการมุ่งประโยชน์สาธารณะ อันนำไปสู่การยกระดับคุณภาพ ความน่าเชื่อถือ และความยั่งยืนของสถาบันอุดมศึกษา นอกจากนี้ ผู้เขียนยังเสนอกรอบแนวคิดที่ประกอบด้วย 3 องค์ประกอบ ได้แก่ ฐานคิด กระบวนการปฏิบัติ และผลลัพธ์ของธรรมาภิบาล ซึ่งสามารถใช้เป็นพื้นฐานในการพัฒนาเครื่องมือวิจัย การศึกษาวิจัยเชิงประจักษ์ และการกำหนดนโยบายเพื่อส่งเสริมธรรมาภิบาลของอาจารย์มหาวิทยาลัยในอนาคต
