Developing Academic Service Guidelines for Local Community Development: A Study of Information Science and Library Science at Rajabhat Universities

Abstract

This research employed a Mixed Methods approach with an Exploratory Sequential Design. The objectives were to (1) examine the current state and problems of academic services to local communities provided by the Information Science and Library Science programs at Rajabhat universities; (2) investigate the success factors of such academic services; and (3) propose guidelines for developing academic services. The study was conducted in two phases. Phase 1 (qualitative) employed in-depth interviews with five Deans of the Faculty of Humanities and Social Sciences, and the data were analyzed using Thematic Analysis. Phase 2 (quantitative) administered a questionnaire to 105 program chairpersons and faculty members responsible for academic services, and the data were analyzed using descriptive statistics. The proposed guidelines were subsequently validated for content validity by 10 experts.


            . The findings revealed that the overall current state of academic services was at a high level (x̄ = 4.10, S.D. = 0.77), while problems and obstacles were at a moderate level (x̄ = 3.20, S.D. = 1.11). The overall success factors were at a high level (x̄ = 3.91, S.D. = 0.63), with the most critical factor being Research and Teaching-Learning Integration (x̄ = 4.12, S.D. = 0.70). Based on the integrated findings, the SIS-D Model (Sustainable Information Science for Development Model) was developed following a Systems Approach comprising Input–Process–Output, six strategies for enhancing sustainability, six approaches for preventing and resolving obstacles, and six development mechanisms. The model is practical for implementation and scalable to other Rajabhat universities nationwide, supporting the "University for Local Development" mission and contributing to national sustainability strategies.
