Abstract

A Development of Program and Effects of Program for Increasing Educational Provision Quality at Early Childhood Level of the Child Development Centers under Local Administrative Organization

Abstract

The purposes of this research were to 1) develop program for increasing educational  provision quality at early childhood level of the child development centers (CDC) under Local Administrative Organization; and 2) verify effectiveness of the developed program using latent growth curve model. The significant research finding showed that the component of the program for increasing  educational  provision quality at early childhood level of the CDC under LAO composed of foreward, program origin, program development guideline, purpose of the program, structure of the program, program plan, program activities organizing guidelines; program document and program evaluation. Program perspectives consisted of 5 components: 1) coherent and relevant (CR); 2) personalized and choiced (PC); 3) progressive and challenging (PC); 4) bliss, fun and contribution (BFC); and 5) breath and depth (BD) or inclusively = (CR- 2PC – BFC -BD). The main principle of the program administration employed the monitoring PDCA quality cycle, using the monitoring system of the self evaluation of the personel CDC based on their program implementation, and the empowerment. In addition, external monitoring and evaluation of assistant researchers in the area from employment, monitoring and evaluation to achieve the goals of the program, were done according to the developed indicators. The program evaluated from all stakeholders perpective. (teachers, administrators and parents), the evaluation from experiment  The effectiveness study results of  the developed program was evaluation by in-depth interviewing of the 3 stakeholders (teachers, administrators and parents) and experts found that all key informant groups indicated that the developed program was appropriated in contents of program, activities and duration of action. The effectiveness of study results of the developed program using latent growth curve model found that the growth of quality and administration of child development centers on indicators: the physical and movement development, cognitive development, emotional/psychological and social development, teacher quality and administration that all 5 models had changed increasing in linear growth model. The 3 times of growth rate analyses of quality and administration of child development centers indicators found that the growth rate of  May to July 2011 ranged from 0.265- 0.418, and July to September 2011 ranged from 0.509 –0.681. The initial means ranged from 1.698 – 2.128, and the slope means ranged from 0.611 – 0.815. The 5 models fitted nicely to empirical data.

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาโปรแกรมเพื่อเพิ่มคุณภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น และ 2) ตรวจสอบประสิทธิผลของโปรแกรมเพิ่มคุณภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นโดยศึกษาแนวโน้ม/พัฒนาการคุณภาพการจัดการศึกษาปฐมวัยและการบริหารจัดการของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ผลการวิจัยที่สำคัญสรุปได้คือ ผลการพัฒนาโปรแกรมเพื่อเพิ่มคุณภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น องค์ประกอบของโปรแกรม ประกอบด้วย คำชี้แจง ความเป็นมา แนวทางการพัฒนาโปรแกรม วัตถุประสงค์ของโปรแกรม โครงสร้างของโปรแกรม แผนการดำเนินการตามโปรแกรม แนวทางการจัดกิจกรรมตามโปรแกรม เอกสารของโปรแกรม และแบบประเมินผลโปรแกรม โดยโปรแกรมมีการดำเนินการใน 5 ลักษณะคือ 1) เชื่อมโยงและตรงเหมาะ (coherent and relevant: CR) 2) เฉพาะตัวและเลือกได้ (personalized and choiced: PC) 3) ก้าวหน้าและท้าทาย (progressive and challenging: PC) 4) สุข สนุก และเสริมสร้าง (bliss, fun and contributing: BFC) และ 5) ความกว้างและความลึก (breath and depth: BD) เพื่อส่งเสริมพัฒนาการของเด็ก ทั้งนี้หลักสำคัญในการดำเนินงานตามโปรแกรมใช้หลักวงจรคุณภาพ PDCA แบบมีการกำกับติดตาม (monitoring) ด้วยระบบ       การกำกับติดตาม (monitoring system) คือ มีการประเมินตนเองของบุคลากรศูนย์พัฒนาเด็กเล็กจากการดำเนินการตามโปรแกรม และการเสริมพลังอำนาจร่วมกับการกำกับติดตามและประเมินภายนอกของคณะนักวิจัยในพื้นที่เพื่อให้การดำเนินตามโปรแกรมบรรลุเป้าหมายตามตัวบ่งชี้ที่พัฒนาขึ้น เพื่อเพิ่มคุณภาพการจัดการศึกษาระดับปฐมวัยของศูนย์พัฒนาเด็กเล็กต่อไป ลักษณะของการประเมินโปรแกรมคือการประเมินจากผู้มีส่วนได้ส่วนเสีย (stakeholders) ทั้งหมดจากผู้ดูแลเด็ก ผู้ปกครอง และผู้บริหาร โดยการประเมินจากการทดลองใช้โปรแกรมฯ ผลการตรวจสอบประสิทธิผลของโปรแกรมจากศูนย์พัฒนาเด็กเล็กที่ทดลองใช้โปรแกรมจากการสัมภาษณ์เชิงลึกผู้มีส่วนได้ส่วนเสีย 3 กลุ่ม คือกลุ่มผู้ดูแลเด็ก กลุ่มผู้บริหาร กลุ่มผู้ปกครองของศูนย์พัฒนาเด็กเล็ก และผู้เชี่ยวชาญ ผู้ให้ข้อมูลทุกกลุ่มให้ความเห็นว่าโปรแกรมเพื่อเพิ่มคุณภาพการจัดการศึกษาระดับปฐมวัยที่พัฒนาขึ้นมีความเหมาะสมในเรื่องเนื้อหาสาระของโปรแกรม กิจกรรมของโปรแกรม และระยะเวลาการดำเนินการ ส่วนผลการตรวจสอบประสิทธิผลของโปรแกรมฯ ด้วยการวิเคราะห์พัฒนาการ/แนวโน้มคุณภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนา   เด็กเล็ก พบว่าโมเดลโค้งพัฒนาการตามตัวบ่งชี้คุณภาพการจัดการศึกษาปฐมวัยของศูนย์พัฒนาเด็กเล็ก ได้แก่ พัฒนาการทางด้านร่างกายและการเคลื่อนไหว พัฒนาการทางด้านสติปัญญา พัฒนาการทางด้านอารมณ์/จิตใจและสังคม คุณภาพของผู้ดูแลเด็ก และด้านการบริหารจัดการทั้ง 5 โมเดล มีแนวโน้มเพิ่มขึ้นเชิงเส้นตรง เมื่อพิจารณาผลการวิเคราะห์ในส่วนที่เป็นอัตราการพัฒนาการ ทั้ง 3 ช่วงเวลา พบว่าอัตราการเปลี่ยนแปลงของคะแนนเฉลี่ยตัวบ่งชี้ทั้ง 5 ตัว ในช่วงเดือนพฤษภาคม 2554 ถึงเดือนกรกฎาคม 2554 มีค่าตั้งแต่ 0.265-0.418 ในช่วงเดือนกรกฎาคม 2554 ถึงเดือนกันยายน 2554 มีค่าตั้งแต่ 0.509–0.681 ค่าเฉลี่ยของคะแนนการวัดครั้งแรก (ML) มีค่าตั้งแต่ 1.698–2.128 และค่าเฉลี่ยของอัตราการเปลี่ยนแปลง (MS) มีค่าตั้งแต่ 0.611–0.815 ทั้งนี้ผลการวิเคราะห์ทั้ง 5 โมเดลมีความสอดคล้องกับข้อมูลเชิงประจักษ์
