An important concept in the development of teachers in the digital age is to develop teachers to be “design thinking teachers” who use design thinking in the development of learning management. Research methods include the study of documents and related research to develop components and scale. And descriptive research to assess the needs for teacher development, surveyed 400 primary and secondary teachers. The results of the research were as follows: The scale to measure the attribute of the design thinking teachers consist of 3 components: design thinking mindset, design thinking competency and acceptance to work using design thinking. The results of the scale development showed that the scale has content validity, internal consistency of three components was between .817 - .940, and construct validity and the concurrent validity were checked by using CFA and the known group technique respectively. For the results of the needs assessmentusing the PNImodified index. It was found that teachers are required to develop the attributes of design thinking teacher in all components.
