Abstract

The objectives of this research were 1) to study the conditions of the implementation of the educational quality development policy of the Educational Service Area Office into practice in schools and 2) to present guidelines for implementing the educational quality development policy of the Educational Service Area Office into practice in schools. The research method has 2 steps: Step 1: Studying the conditions of the implementation of the educational quality development policy of the Educational Service Area Office into practice in schools. The sample group consisted of 113 school directors or acting directors of the schools under the Phra Nakhon Si Ayutthaya Primary Educational Service Area Office, Area 2. They were obtained using a simple random sampling method. The tool used in the research was a questionnaire with a confidence value of 0.96. Statistics used in data analysis included mean and standard deviation. Step 2: Presenting the guidelines for implementing the educational quality development policy of the Educational Service Area Office into practice in schools. The key informants were 2 educational administrators from the Phra Nakhon Si Ayutthaya Primary Educational Service Area Office, Area 2, 2 educational academics, and 2 school directors. They were obtained using the purposive sampling method. The research tools were interview questions and data analysis using content analysis techniques.

The results of the research found that

  1. The conditions of the implementations of the educational quality development policy of the Educational Service Area Office into practice in schools as a whole was at a high level. When considering each area, it was found that the area with the highest average was Intentions of practitioners, followed by Objectives and policy standards, and the area with the lowest average was Resource policies.
  2. Presenting the guidelines for implementing the educational quality development policy of the Educational Service Area Office into practice in schools. They consisted of 6 areas with 26 items, as follows: Area 1: Objectives and policy standards. There are 5 operational items, such as the Educational Service Area Office should analyze its own context and the educational institutions under its jurisdiction to create understanding between policy givers and policy operators. Area 2: Resource policy. There are 5 operational items, such as the Educational Service Area Office should do context and needs analysis of educational institutions and bring into an action plan to provide guidelines for allocating appropriate budgets to the educational institutions. Area 3: Communication between organizations and reinforcement activities. There are 4 operational items, such as the Educational Service Area Office should play the role of coordinator between policy givers and policy recipients into practice. Area 4: Characteristics of policy recipient agencies. There are 5 operational items, such as the Educational Service Area Office and educational institutions should have a clear working structure, set the workload, and have a mechanism to drive policy into practice in educational institutions with an emphasis on the participation of all sectors. Area 5: Economic, social, and political conditions. There are 3 operational items, such as the Educational Service Area Office and educational institutions should analyze their own context in order to put the policies into practice appropriately corresponding to the economic, social, community, environment and their own context. And, Area 6: Intentions of the practitioners. There are 4 operational items, such as the Educational Service Area Office should build relationships and good attitudes between policy givers and implementers as well as listen to various opinions of the implementers and bring them together to find improving and solving guidelines to make the quality educational institutions.
