THE GUIDELINES FOR EFFICIENCY MANAGEMENT OF CROSS BORDER TEMPERATURE-CONTROLLED FREIGHT TRANSPORT IN R3A ROUTE

Abstract
This research aims to study 1) The opinion level of government policies on cross-border transport, logistics infrastructure, cross-border transport regulations, transport connectivity, transport personnel development, business partners, and the efficiency of cross-border temperature-controlled freight transport; 2) The influence of government policies on cross-border transport, logistics infrastructure, cross-border transport regulations, transport connectivity, transport personnel development, and business partners on the efficiency of cross-border temperature-controlled freight transport; and 3) To propose guidelines for increasing the efficiency of cross-border transport on the R3A route. This research employed a mixed-methods approach, combining quantitative and qualitative methods. A questionnaire was used to collect data from 309 cross-border freight transport operators. The quantitative research utilized descriptive statistics and multiple regression analysis. The qualitative research collected data through in-depth interviews with 12 senior executives from the government and private sectors who were specialized experts. The results showed that 1) Factors related to logistics infrastructure, cross-border transport regulations, transport connectivity, transport personnel development, business partners and efficiency of cross-border freight transport were at the highest level, the government policy on cross-border transport was at a high level. 2) Government policy on cross-border transport, logistics infrastructure, transport connectivity, and business partners affected the efficiency of cross-border temperature-controlled freight transport. and 3) Guidelines for increasing cross-border transport efficiency on R3A route: The governments of all three countries must establish consistent policies for cross-border transport to improve cross-border transport regulations and able to connect data between each other. Thai transport operators need to have business partners for cross-border temperature-controlled freight transport.
