Public Policy Implementation: Employment Promotion for Elderly in Phitsanulok Province

Abstract

The objectives of this research article were to (1) study policy implementation, problem conditions, and limitations of government agencies in promoting employment for the elderly in Phitsanulok Municipality, Muang District, Phitsanulok Province, (2) analyze factors affecting employment promotion for the elderly in Phitsanulok Province, and (3) develop appropriate guidelines for promoting employment for the elderly in Phitsanulok Province. This research was qualitative research and quantitative research. The tools used for data collection were semi-structured interviews and questionnaires. For qualitative data analysis, content analysis was performed, in terms of quantitative data analysis Data was analyzed by statistical methods. The statistics used to analyze the data were inferential statistics, including t-test and one-way analysis of variance. The result of the study found that: Each government agency has different roles in promoting the employment of the elderly in the area because there are different structures and duties according to the law. The problems and limitations encountered in the operation are the management of government agencies, policies and laws on the potential of the elderly and the economic context in the area. Factors affecting the promotion of employment of the elderly in Phitsanulok Province, it was found that the factors of the elderly. It consists of personal status factors, including education level and economic factors, including the last job position that has been performed and expertise in specific fields affecting the implementation of the promotion of employment of the elderly by government agencies. Appropriate guidelines for promoting employment for the elderly in Phitsanulok Province found that the government should expand job opportunities and jobs. Government agencies should adjust laws and regulations to integrate cooperation and build networks to promote employment of the elderly.
