Factors Affecting Knowledge and Understanding of Government Data Governance Framework Implementation among Personnel of the Department of Women's Affairs and Family Development

Abstract

This quantitative research aimed to: (1) assess the level of knowledge and understanding influencing the implementation of the government data governance framework among personnel in the Department of Women's Affairs and Family Development; (2) compare the knowledge and understanding of the government data governance framework implementation across different demographic factors; (3) examine the impact of leadership on the implementation of the government data governance framework; and (4) explore how organizational culture affects the implementation of the government data governance framework. A questionnaire was employed as the primary data collection tool. The sample consisted of 159 central office personnel from the Department of Women's Affairs and Family Development, selected through proportional stratified random sampling and simple random sampling within internal departments. Data were analyzed using mean, standard deviation, t-tests, Pearson's correlation coefficient, and multiple regression analysis. The results revealed that: the level of knowledge and understanding related to the implementation of the government data governance framework was high; no significant differences in knowledge and understanding were found across different demographic factors; leadership factors did not significantly influence knowledge and understanding of the government data governance framework implementation; and organizational culture, particularly in terms of diversity, equality, and openness to differences, significantly impacted knowledge and understanding of the government data governance framework implementation.
