The Development of Providing Services to The Older Persons in A State of Dependency of Thanyaburi Home for The Destitute (Women)

Abstract

This research article aims to (1) examine the problems and needs of elderly in dependent conditions at the Thanyaburi Women Shelter for Homeless Persons, (2) analyze the existing service delivery system for elderly in dependent conditions at the shelter, and (3) develop a model to enhance the service delivery system for elderly individuals in a state of dependency at the shelter. This study employed a qualitative research methodology, utilizing semi-structured interviews with open-ended questions to collect in-depth information from personnel involved in providing services at the Thanyaburi Women Shelter for Homeless Persons, including social workers, psychologists, nursing staff, and elderly caregivers. The objective was to gather insights into the challenges and potential strategies for improving the service delivery system for dependent elderly individuals. The findings revealed that 1) the problems and needs of elderly individuals at the shelter include chronic health conditions, feelings of loneliness, and economic limitations. They require appropriate physical and mental healthcare, social support, and activities that enhance their quality of life. 2) The current service delivery system at the shelter is not specifically designed for elderly care, although some adjustments have been made, such as establishing interdisciplinary teams and implementing health promotion activities. However, challenges persist, including insufficient numbers of specialized personnel (e.g., physiotherapists and psychologists), limited resources, and budget constraints. These limitations result in incomplete and inadequate services that fail to comprehensively meet the needs of elderly individuals. 3) To enhance the care system for elderly individuals in a state of dependency, the study proposes increasing the number of specialized personnel, such as physiotherapists and psychologists, allocating sufficient resources and budget for care services, improving referral and coordination systems to ensure access to healthcare rights, organizing suitable health promotion activities, and establishing collaborative networks with relevant agencies, including local government units, public health organizations, and non-governmental organizations. The proposed model serves as a guideline for improving elderly care at the shelter and provides a framework for sustainable public policy development regarding elderly care services.
