Targeted Zakat Management: A Comparison in Kelantan and Southern Thailand

Abstract

This study is based on the need to understand the foundations of a well-organized and structured zakat management system that meets the needs of the asnaf (zakat recipients) as outlined in the Quran and Sunnah. The acronym "Targeted Zakat Management" emphasizes the importance of understanding the needs of zakat payers (muzakki) and recipients (asnaf) and applying a more structured process in the payment and distribution of zakat to ensure a sustainable management system. Using qualitative methods and interpretations from literature reviews, including translations from the Quran and Sunnah, the study interviewed two renowned zakat management organizations, namely the Kelantan Islamic Religious and Custom Council (Majlis Agama Islam dan Istiadat Kelantan, MAIK) and the Federal Territory Islamic Religious Council (Majlis Agama Islam Wilayah Persekutuan, MAIWP), as well as two zakat recipients to gain responses that could be analyzed in-depth and meaningfully, Using Thematic Analysis, the findings led to several concepts that could serve as inputs for focused management development. The study highlights the importance of formality in the management structure, which opens up opportunities for a more targeted zakat management system. Despite some limitations in the study, these findings pave the way for a more organized, holistic, and structured zakat management application.
