“Shopping Tax Allowance” and Legal Principles of Fiscal Discipline

“Shopping Tax Allowance” is a measure adopted by the NCPO (NCPO : National Council for Peace and Order) Government. This measure has been used to stimulate domestic spending according to government expectation since 4 years ago. It is one of several approaches for increasing economic growth that is the important mission of government. However, in addition to promoting economic development, government still have a crucial role in maintaining fiscal stability as well. Therefore, Shopping Tax Allowance should be reviewed regarding its effect thoroughly in all aspects. Moreover, after State Financial and Fiscal Discipline Act of 2018 was enacted last year, there have been legal principles of fiscal discipline that differ from the previous practice. The measure, consequently, is supposed to be scrutinized whether it is still appropriate for current situation or not.
