Problems and Guideline for Solving on the Current Thai Police Organization Management Structure

Abstract

Research article on problems and guideline for solving on the current Thai police organization management structure aimed to study the current problems of Thai police organization, and to present solutions to the Thai police organization. This research used qualitative methodology by synthesis and analysis from the secondary documents and related laws. The results showed that police organization had five macro-level issues, and the researcher proposed guidelines to each of the followings: 1) Centralized police structure issues solved by reforming the organization to a decentralized structure; 2) The issue of imbalanced workload not related to justice which was huge, and was suggested to solve by transferring to non-judicial missions; 3) The issue of the mechanism of monitoring and balancing the use of police powers in which there were no external authorities participating in this committees, which was solved by establishing an independent committee by having citizens involved;
4) Inefficient police station management, amended by arranging workload by having the police performing case work only, and assigning administrative functions to a professional private entity; and 5) Problems with independent investigative structure which amended by separating the interrogation system to be formed as an independent organization similar to a prosecutor, which act only in the case with prosecutors to create the source of the most effective judicial process for the citizens.
