Abstract

          Perspective of persons relating to the approach for addressing theft of property of the Department of Highways: the case study of Highway No. 35 aims to examine the problem nature relating to theft of property of the Department of Highways on Highway No. 35 and to study perspective of operating staff toward the approach for addressing such problem. This study is a Qualitative Research applying In Depth Interview as a technique for collecting data. The population selected for this study covers those operating staffs of the Department of Highways who involve in security operation for the property of the Department of highways, totaling 5 subjects. Findings from the study suggest that the cause of theft of property is that this road locates in industrial zone but there still have many waste lands with poor surveillance. Also, shortcomings were also found with respect to installation of equipment and material used not in accordance with required standards. Those are considered a risk spot for theft. With respect to the approach for preventing theft of property on Highway No. 35, Campaign should be launched in order to raise public awareness of the consequences from stealing property of the Department of Highways, particularly, those using the highway. In this regard, engineering principle can be applied in the design of material and equipment for highway construction and maintenance purpose while cost of production and price can be lowered effectively. It is suggested that specific agency should be established for investigation and inquiry works against theft of property, for arrest and prosecution. To effectuate this, legislative amendment may be required.
