Abstract

This study had the objective to explain the complicated evaluation culture in the 21st century by collecting and synthesizing empirical data from academic studies. The findings revealed that learning approaches that bridge the gap between incomprehension and the expected outcomes from the evaluation were challenging for stakeholders at all levels, including individuals, organizations, and policies. Also, an emphasis must be placed on building knowledge to find a common value, study the supply chain to analyze possible expectations, and know how economic and social growth trends affect evaluation culture. Moreover, consideration must be given to existing cultural flows along with the pressures under the dynamics of globalization to explain the phenomena caused by diverse evaluation cultures in the future.
