PASSION Model : Case Studies of Healthy Tambons in Thailand’s Liveable Communities Network

Abstract

This study aims to examine the Healthy Subdistrict Project supported by the Thai Health Promotion Foundation and to explain the work patterns of local community operations through the PASSION Model. Employing a qualitative design, data were gathered via in-depth interviews in two project sites—Chedi Chai Subdistrict Administrative Organization, Pua District, Nan Province, and Ban Haad Subdistrict Municipality, Ban Haad District, Khon Kaen Province—with 34 informants in total. Data analysis employed interpretive and content-analysis techniques, and the findings were presented descriptively.

The results show that, once the PASSION Model is adapted, the case-study subdistricts experience: (1) an effective, actionable work plan for project implementation; (2) joint decision-making between community leaders and members; (3) guidelines and policies that safeguard and promote the health of every target group; (4) innovations harnessing local social capital for development; (5) exemplary local leaders as role models that inspire the wider subdistrict; (6) tangible improvements in community relationships; (7) a systematic process for thinking, analyzing, and problem-solving; (8) internal networking across village clusters within the subdistrict; (9) sustained support and collaboration aligned with the subdistrict’s annual action plan; and (10) the creation and strengthening of external partnerships and networks.
