Abstract
งานวิจัย ครั้งนี้ เพื่อพัฒนารูปแบบการบริหารเพื่อส่งเสริมความเป็นพลเมืองของนักเรียนในสถานศึกษาขั้นพื้นฐาน การดำเนินการแบ่งออกเป็น 3 ขั้นตอน ดังนี้ 1) การศึกษาความเป็นพลเมืองและแนวทางการบริหารเพื่อส่งเสริมความเป็นพลเมืองของนักเรียนในสถานศึกษาขั้นพื้นฐาน โดยการสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 7 ท่าน และศึกษาสถานศึกษาที่มีวิธีการปฏิบัติที่ดี (Best Practice) จำนวน 3 แห่ง 2) การสร้างและตรวจสอบความเหมาะสมรูปแบบการบริหารเพื่อส่งเสริมความเป็นพลเมืองของนักเรียนในสถานศึกษาขั้นพื้นฐาน โดยการสัมมนาอิงผู้เชี่ยวชาญจากผู้ทรงคุณวุฒิ จำนวน 9 ท่าน 3) การประเมินความเป็นไปได้ในการนำรูปแบบไปใช้ โดยกลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาขั้นพื้นฐานจำนวน 379 ท่าน การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า รูปแบบการบริหารเพื่อส่งเสริมความเป็นพลเมืองของนักเรียนในสถานศึกษาขั้นพื้นฐาน ประกอบด้วย 1) กระบวนการบริหารเพื่อส่งเสริมความเป็นพลเมือง 4 ขั้นตอน 2) วิธีการส่งเสริมความเป็นพลเมือง 6 วิธีการ 3) คุณลักษณะความเป็นพลเมือง 6 คุณลักษณะ ผลการประเมินรูปแบบการบริหารเพื่อส่งเสริมความเป็นพลเมืองของนักเรียนในสถานศึกษาขั้นพื้นฐานมีความเป็นไปได้ในการนำไปใช้ในระดับมาก
AN ADMINISTRATIVE MODEL FOR PROMOTING CITIZENSHIP OF STUDENTS IN BASIC SCHOOLS
The purpose of this research was to develop administrative model for promoting citizenship of students in basic schools. The research was conducted through 3 steps. Step 1: studying the citizenship and the guidelines to promote citizenship in basic schools, the data were collected by using structured interview with seven experts and observing the operation of three selected schools Best Practice. Step 2: constructing and validating an administrative model for promoting citizenship of students in basic schools, the data were collected by using connoisseurship of nine experts. Step 3: evaluating the model by the sample of 379 school administrators of basic schools, the data were analyzed by using content analysis, mean, and standard deviation. The findings showed that administrative model for promoting citizenship of students in basic schools consisted of three components: 1) four steps of process administrative for promoting citizenship, 2) six methods to promote citizenship, and 3) six characteristics of citizenship. Moreover, it was found that there was a high level of usability for the model implementation.
