บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในการดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1  การศึกษาความต้องการ สภาพ และแนวทางการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา โดยการสำรวจความต้องการใช้เทคโนโลยีสารสนเทศ และศึกษาสภาพและแนวทางการบริหารงานเทคโนโลยีสารสนเทศของสถานศึกษาที่มีวิธีการปฏิบัติที่ดี จำนวน 5 แห่ง รวมทั้งสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ขั้นตอนที่ 2 การสร้างรูปแบบการบริหารเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา โดยนำข้อมูลจากขั้นตอนที่ 1 มายกร่างรูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา สังกัดสำนักงานคณะกรรมการ การอาชีวศึกษา และตรวจสอบความเหมาะสมของรูปแบบฯ ด้วยการสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 14 คน ขั้นตอนที่ 3 การประเมินความเป็นไปได้และความเป็นประโยชน์ของรูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า รูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษา ที่สร้างขึ้น ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) คณะกรรมการเทคโนโลยีสารสนเทศ 2) ขอบข่ายงานเทคโนโลยีสารสนเทศ 3) กระบวนการบริหารงานเทคโนโลยีสารสนเทศ โดยผู้ทรงคุณวุฒิมีความเห็นว่ารูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษามีความเหมาะสม  และผู้บริหารสถาบันและผู้อำนวยการสถานศึกษามีความเห็นว่าการนำรูปแบบการบริหารงานเทคโนโลยีสารสนเทศในสถาบันการอาชีวศึกษาไปใช้มีความเป็นไปได้และมีประโยชน์อยู่ในระดับมาก

Abstract

The research aimed at developing an administrative model for information technology in vocational education institutes under the Office of Vocational Education Commission. The research procedure followed 3 phases: phase 1: studying the needs, state and ways of the administrations of information technology in the vocational education institutes, through survey research. Data analysis was done through means, and standard deviation.  5 vocational education institutes with best practices were purposively selected to explore for their ways of administration of information technology, and 9 experts in vocational education were interviewed for their opinions on administration of information technology. Data analysis was done through content analysis. Phase 2: drafting a tentative model for information technology based on the research results from phase 1, and the model was validated for it appropriateness through group discussion of 15 experts in vocational education. Phase 3; evaluating the validated model for its feasibility and practicality through survey research for the opinions of the administrators of vocational education institutions. The research yielded the following results: The constructed model for information technology consists of 3 components: 1 Committee of information technology 2. The scope of tasks in information technology 3. The administrative process of information technology. The constructed model has been validated and evaluated as appropriate and the feasible, by the selected experts in information technology and the administrators of vocational education institutes, respectively.
