กลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษาของ โรงเรียนขนาดเล็กบนพื้นที่สูงในเขตภาคเหนือตอนบน

Abstract

บทคัดย่อ

วิจัยมีวัตถุประสงค์คือ (1) เพื่อศึกษาความเป็นไปได้ในการนำเกณฑ์คุณภาพการบริหารจัดการภาครัฐมาใช้เป็นกลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษา (2) เพื่อสร้างและพัฒนาร่างกลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษา และ (3) เพื่อศึกษาผลการใช้กลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษา โดยมีกลุ่มประชากร คือ โรงเรียนขนาดเล็กบนพื้นที่สูงในจังหวัดภาคเหนือตอนบนจำนวน 8 จังหวัด การดำเนินการวิจัยมี 3  ขั้นตอนคือ ขั้นที่ 1 ศึกษาความเป็นไปได้ในการนำเกณฑ์คุณภาพการบริหารจัดการภาครัฐมาใช้เป็นกลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษาของโรงเรียน มีวิธีการเก็บรวบรวมข้อมูลโดยการใช้สอบถาม การวิเคราะห์เอกสาร  และการถอดบทเรียน ขั้นที่ 2 สร้างและพัฒนาร่างกลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษา มีวิธีการเก็บรวบรวมข้อมูล โดยการตรวจสอบความเหมาะสมและความเป็นไปได้ในการปฏิบัติตามร่างกลยุทธ์ และทำการทดลองใช้กับโรงเรียนที่ไม่ใช่กลุ่มตัวอย่าง และขั้นที่ 3 ศึกษาผลการใช้กลยุทธ์การบริหารจัดการเพื่อพัฒนาคุณภาพการศึกษาของโรงเรียน มีวิธีการเก็บรวบรวมข้อมูล โดยการนำกลยุทธ์ไปใช้จริงกับโรงเรียนที่ไม่ผ่านการประเมินคุณภาพการศึกษาจาก สมศ. ผลการวิจัยได้กลยุทธ์ ดังนี้คือ หมวด 1 การนำองค์กร หมวด 2 การวางแผนเชิงยุทธศาสตร์ หมวด 3 การให้ความสำคัญกับผู้รับบริการและผู้มีส่วนได้ส่วนเสีย หมวด 4 การวัด การวิเคราะห์และการจัดการความรู้ หมวด 5 การมุ่งเน้นทรัพยากรบุคคล หมวด 6 การจัดการกระบวนการ

Abstract

This research was to (1) study the feasibility of using the public sector’s quality criteria as the strategies for developing educational quality, (2) to create and develop the strategies for developing educational quality, and (3) to study the effect of using managing strategies for developing educational quality. The population for the research included the highland small schools in 8 upper northern provinces. The research process was composed of 3 procedural stages. Stage 1 was on the feasibility study in using the public sector’s managing quality criteria as the managing strategies for developing educational quality of the schools by questionnaire, analyzing data from the report on external quality assessment the Office of National Education Standards and Quality Assessment, and interviews with administrators and teachers of the schools which had quality assessment at very good level. Stage 2 was on drafting and developing managing strategies for developing the schools’ educational quality by checking from experts and trying out with small schools which was not simple group and failed the assessment. Stage 3 was on examining the effect of using managing strategies for developing the educational quality of the schools by using managing strategies with small schools in the high areas that failed the assessment conducted. The conclusion of managing strategic for developing educational quality of small schools in highland area was as Component 1 Organizational Leadership was strategically, Component 2 Strategic planning, Component 3 Focus on customers and  stakeholders, Component 4 – Knowledge measurement, analysis, and management Component 5 Focusing on human resources, and Component 6  process management.
