กลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพในเครือข่ายการนิเทศที่ 18

Abstract

บทคัดย่อ

การวิจัยมีวัตถุประสงค์ดังนี้ 1) ศึกษาสมรรถนะครูมืออาชีพในเครือข่ายการนิเทศที่ 18 2) ศึกษาสภาพ ปัญหาและความต้องการในการนิเทศเพื่อพัฒนาครูมืออาชีพ 3) พัฒนากลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพในเครือข่ายการนิเทศที่ 18 และ 4) ประเมินกลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพในเครือข่ายการนิเทศที่ 18  การวิจัยแบ่งออกเป็น 3 ขั้นตอน คือ 1) ศึกษาสมรรถนะครูมืออาชีพ รวมทั้งสภาพ ปัญหาและความต้องการในการนิเทศเพื่อพัฒนาครูมืออาชีพ โดยใช้แบบสอบถามในการเก็บข้อมูลจากศึกษานิเทศก์ ผู้บริหารสถานศึกษา ครูผู้สอน จำนวน 473 คน และการสนทนากลุ่ม จำนวน 12 คน 2) พัฒนากลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพ โดยการประชุมเชิงปฏิบัติการ 2 ครั้ง เพื่อจัดทำร่างกลยุทธ์ โดยมีผู้เข้าร่วมประชุม จำนวน 30 คน 3)  ประเมินกลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพ โดยใช้แบบประเมินด้านความสอดคล้อง  ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของกลยุทธ์จากผู้ทรงคุณวุฒิ จำนวน 22 คน

ผลการศึกษาพบว่า 1) สมรรถนะของครูมืออาชีพในการนิเทศตามมาตรฐานด้านความรู้/มาตรฐานประสบการณ์การสอนและประสบการณ์วิชาชีพของครูมืออาชีพ ในภาพรวมอยู่ในระดับมากทุกด้าน ส่วนสภาพการนิเทศ มีการดำเนินการเพื่อวิเคราะห์สภาพการจัดการศึกษา การวางแผนสร้างเครื่องมือนิเทศ การปฏิบัติการนิเทศ และการประเมินผลและรายงานการนิเทศ ปัญหาในการนิเทศ และความต้องการในการนิเทศ เพื่อพัฒนาครูมืออาชีพ ในภาพรวมอยู่ในระดับมาก 2) การพัฒนากลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพในเครือข่ายการนิเทศที่ 18  มี 8 กลยุทธ์ 3) การประเมินความสอดคล้อง ความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ของกลยุทธ์การนิเทศเพื่อพัฒนาครูมืออาชีพ โดยผู้ทรงคุณวุฒิ ปรากฏว่า มีความสอดคล้องในระดับมากที่สุด ความเหมาะสม ความเป็นไปได้  และความเป็นประโยชน์อยู่ในระดับมาก

Abstract

The objectives of this research were 1) to study the professional teacher competencies in the supervision network area 18. 2) to study the supervision operations, problems and needs for the development of professional teacher. 3) to develop strategies of internal supervision for development of professional teachers in the supervision network area 18. and 4) to evaluate the supervision strategies for professional teacher. The research was conducted in 3 steps 1) to study the competencies of professional teacher in the supervision network area 18 including the study of supervision operations, problems and needs for the development of professional teacher by using the questionnaire as a tool to collect data from 473 samples consisted of the supervisors, school principals and teachers in the area including a focus group of 12 people concerned. 2) to developing strategies for internal supervision Through two seminars of 30 people concerned. 3) to evaluate the drafted supervision strategies by 22 connoisseurs  on the relevancy, suitability feasibility and usefulness of the strategies.

The research revealed that 1) The competencies of professional teachers to supervise in terms of their academic standard, teaching experience and professional experience were at the high level in every aspect. As for the supervision operations there were the operations of analysis of educational management in the area, planning to construct the supervision tools, The supervision implementation and the report and evaluation of the supervision. The problems and needs for the development of professional teacher were at a high level. 2) As for the development of supervision strategies to develop professional teacher in the supervision network area 18, eight strategies were formulated. 3) the evaluate of the supervision strategies by 22 connoisseurs revealed that the relevancy was at a highest level. The suitability, the feasibility and the usefulness were at a high level.
