กลยุทธ์การบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และเขต 2

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพ ปัญหาและความต้องการในการพัฒนาการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากำแพงเพชร เขต 1 และ เขต 2 2) พัฒนากลยุทธ์การบริหารงานวิชาการของสถานศึกษา และ 3) ประเมินกลยุทธ์การบริหารงานวิชาการของสถานศึกษา การวิจัยกระทำเป็น 3 ขั้นตอน คือ 1) ศึกษาสภาพ ปัญหา และความต้องการในการพัฒนางานวิชาการของสถานศึกษา กระทำโดยการใช้แบบสอบถามในการเก็บข้อมูลจากความคิดเห็นของกลุ่มตัวอย่าง 720 คน ประกอบด้วย ผู้บริหารสถานศึกษา ครูฝ่ายวิชาการ และครูผู้สอน และจากการสนทนากลุ่ม จำนวน 20 คน 2) การพัฒนากลยุทธ์การบริหารงานวิชาการ กระทำโดยการสัมภาษณ์ ผู้บริหารสถานศึกษา ครูฝ่ายวิชาการ ครูผู้สอนในสถานศึกษาที่ประสบผลสำเร็จด้านการบริหารวิชาการ 4 แห่ง แล้วประชุมเชิงวิชาการ เพื่อวิเคราะห์สภาพแวดล้อมภายในและภายนอก (SWOT Analysis) จัดทำร่างกลยุทธ์การบริหารงานวิชาการในสถานศึกษา และประชุมกลุ่มย่อยเพื่อตรวจสอบ ความถูกต้องของกลยุทธ์ 3) ประเมินกลยุทธ์การบริหารงานวิชาการ โดยประเมินด้านความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยให้ผู้เชี่ยวชาญทางกลยุทธ์ จำนวน 17 คน

ผลการวิจัยปรากฏว่า 1) สภาพการบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน มีการวางแผนการบริหาร การจัดโครงสร้างการบริหาร การนำ และการควบคุมการบริหาร และสถานศึกษามีปัญหา การบริหารงานวิชาการอยู่ในระดับปานกลาง ส่วนความต้องการในการพัฒนาการบริหารงานวิชาการอยู่ในระดับมาก และมากที่สุด 2) การพัฒนากลยุทธ์การบริหารงานวิชาการ โดยวิธีการวิเคราะห์สภาพแวดล้อมภายในและภายนอก (SWOT Analysis) ของสถานศึกษา โดยสรุปได้กลยุทธ์การบริหารงานวิชาการ 14 กลยุทธ์ มาตรการในการดำเนินการตามกลยุทธ์จำนวน 26 มาตรการ และตัวชี้วัดที่แสดงถึงความสำเร็จจำนวน 32 ตัวชี้วัด 3) ผลการประเมินกลยุทธ์การบริหารงานวิชาการในสถานศึกษาขั้นพื้นฐาน โดยผู้เชี่ยวชาญ ปรากฏว่า กลยุทธ์ที่สร้างขึ้นมีความสอดคล้องและความเป็นไปได้อยู่ในระดับมาก ส่วนความเหมาะสมและความเป็นประโยชน์อยู่ในระดับมากและมากที่สุด

Abstract

The objectives of this research were threefold: 1) to study the academic administration practices, the problem and needs for the development of academic administration in the basic education schools under Kamphaeng Phet Education Service Area Office 1 and 2. 2) to develop academic administration strategies in the basic education schools and 3) to evaluate the academic administration strategies. This research was conducted in 3 steps. 1) to study the academic administration practices, problems and needs for the development of academic administration were examined by using a questionnaire from the opinion of 720 subjected consisted of school principals, academic division teachers and teachers and the group discussion of 20 samples. 2) to develop academic administration strategies were conducted by interviewing the personnel of 4 schools which were regarded as best practices schools in academic administration including 2 seminars of the school personnel to draft the academic administration strategies using SWOT analysis method. 3) to evaluate the academic administration strategies by the connoisseurship of 17 experts.

The findings of this research were: 1) With regard to the academic administration practices in the basic education schools, there were academic planning, administrative structure, administrative directing and controlling. The schools had some problems in academic administration practices at a moderate level. They also needed to develop the academic administration practices at a high and highest level. 2) With regard to the development of academic administration strategies using SWOT analysis and group seminars, there were 14 strategies, 26 measures and 32 indicators. 3) The evaluation of 17 connoisseurs revealed that the academic administration strategies of the basic education schools were relevance and feasible at a high level and the strategies were suitable and useful at a highest level.
