บทคัดย่อ

การวิจัยเรื่อง “การพัฒนารูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษา” มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา  ซึ่งมีวัตถุประสงค์เฉพาะ ดังนี้ 1) เพื่อศึกษาสภาพและแนวทางการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา 2) เพื่อสร้างรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา และ 3) เพื่อประเมินรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา

การดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน  คือ 1) ศึกษาสภาพและแนวทางการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา เป็นการสังเคราะห์เอกสาร หลักการ แนวคิด งานวิจัยที่เกี่ยวข้อง ศึกษากระบวนการบริหารในสถานศึกษาที่มีผลการปฏิบัติที่ดี (Best Practices) จากโรงเรียนในภาคเหนือ จำนวน 6 แห่ง สัมภาษณ์แนวทางการบริหารจากผู้ทรงคุณวุฒิ จำนวน 6 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา 2) การสร้างรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา โดยนำข้อมูลจากขั้นตอนที่ 1 มายกร่างรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา และตรวจสอบความเหมาะสมของรูปแบบด้วยการสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 8 คน และ 3) การประเมินความเป็นไปได้และความมีประโยชน์ของรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษา โดยการสัมมนารับฟังความคิดเห็นจากผู้บริหารการศึกษา ผู้อำนวยการโรงเรียน และข้าราชการครูและบุคลากรทางการศึกษา สถิติที่ใช้วิเคราะห์ข้อมูลคือ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพและแนวทางการบริหารระบบการดูแลช่วยเหลือนักเรียน ประกอบด้วย หลักการและแนวคิดในการบริหาร ปัจจัยที่ส่งผลต่อการบริหาร ได้แก่ การกำหนดนโยบาย การส่งต่อนโยบาย การมีส่วนร่วมของบุคลากร และการบริหารระบบการดูแลช่วยเหลือนักเรียน ประกอบด้วย การวางแผน การจัดโครงสร้างองค์กร การนำองค์กร การปฏิบัติการ การตรวจสอบ ติดตามและประเมินผล การปรับปรุงพัฒนา และการประสานงาน

2. รูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษาที่สร้างขึ้น ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) หลักการและแนวคิดในการบริหาร 2) ปัจจัยที่ส่งผลต่อการบริหาร ประกอบด้วย การกำหนดและการส่งต่อนโยบาย และการขับเคลื่อนนโยบายโดยบุคลากรหลักของระบบการดูแลช่วยเหลือนักเรียน และ 3) กระบวนการบริหาร ประกอบด้วย การวางแผน การจัดโครงสร้างองค์กร การนำองค์กร การปฏิบัติการ การตรวจสอบ ติดตามและประเมินผล การปรับปรุงพัฒนา และการประสานงาน

3. การประเมินรูปแบบการบริหารระบบการดูแลช่วยเหลือนักเรียนในสถานศึกษาที่พัฒนาขึ้นมีความเป็นไปได้ในการนำไปปฏิบัติอยู่ในระดับมากและมีประโยชน์อยู่ในระดับมากที่สุด

Abstract

The research entitled "The development of student care system management model in schools under the primary educational service area office" used quantitative research methods and qualitative data collection method. The major aim was to develop a student care system for students in schools under the primary educational service area office. There were also three specific objectives as follows: 1) to conduct a study circumstances and a direction of the student care system management in the schools, 2) to construct a student care system management in schools, and 3) to assess the constructed management system of student care system in schools under the primary educational service area office.

The research methodology was divided into three steps: 1) study of circumstances and a direction of the student care system management in the schools based on an investigation documents, concepts, theories and a review of relevant researches. Also study from six schools in the northern region, of the management procedures employed at the institutes with the Best Practices, and an interview with 6 specialists prior to an analysis of the content, 2) construct a model of the student care system management in the schools using the data obtained from the first step for drafting a pattern, which later was assessed for suitability through a group discussion with 8 specialists, and 3) an assessment of feasibility and utility of the student care system management model in the schools. The 70 representative samples were obtained by selecting from educational administration, school director, government school teacher and educational personnel.  The data were statistically analyzed by using mean and standard deviation.

The research results

1. Study of circumstances and a direction of the student care system management in the schools including principles and concepts of management. The factors that affect are included of establishment and delivery of policies, cooperation of personnel and system management which consisting of planning, organizing leading, doing, controlling, acting and coordinating.

2. The system management model of student care system management in schools created comprises of three elements : 1) principles and concepts of management, 2) factors affecting the management, consisting of establishment and delivery of policies, and policy driving by the main personnel responsible for the system, and 3) the procedures of management, consisting of planning, organizing leading, doing, controlling, acting and coordinating.

3. The assessment of the developed system providing support for students has potential for implementation at a high level, and represents utility at the highest level.
