การพัฒนาคุณภาพบัณฑิตไทยสู่อาเซียน

Abstract

บทคัดย่อ

บทความนี้มีวัตถุประสงค์ 2 ข้อ คือ (1) เพื่ออธิบายสภาพการพัฒนาบัณฑิตและการวัดคุณภาพบัณฑิตในประเทศไทย และ (2) เพื่อให้ข้อเสนอแนะเกี่ยวกับการพัฒนาคุณลักษณะของบัณฑิตไทยให้มีคุณภาพระดับอาเซียน ผลการสังเคราะห์และวิเคราะห์เอกสาร พบว่า (1) คุณภาพของบัณฑิตไทยมีความแตกต่างกันไปตามประกาศกระทรวงแต่ละฉบับ แผนพัฒนาการศึกษา หน่วยงานต้นสังกัด และองค์กรประเมินแต่ละแห่ง โดยสรุป คุณภาพบัณฑิตไทยวัดได้ 3 มิติ คือ คุณภาพบัณฑิตตามกรอบมาตรฐานคุณวุฒิระดับอุดมศึกษาแห่งชาติ คุณภาพบัณฑิตตามมาตรฐานการอุดมศึกษา และคุณภาพบัณฑิตตามตัวบ่งชี้คุณภาพบัณฑิตของหน่วยงานต้นสังกัดและองค์กรประเมิน และ (2) การพัฒนาบัณฑิตไทยให้มีคุณภาพในระดับอาเซียนเพื่อรองรับการรวมตัวเป็นประชาคมอาเซียนในปี พ.ศ. 2558 จะต้องพิจารณาใน 2 ประเด็น คือ อาชีพ และคุณลักษณะของบัณฑิตที่อาเซียนคาดหวัง โดยเฉพาะการพัฒนาทักษะภาษาอังกฤษให้อยู่ในระดับที่ใช้งานได้ ไม่ว่าจะทักษะการฟัง พูด อ่าน หรือเขียน เพราะภาษาอังกฤษเป็นภาษาทางการของอาเซียนที่มีความจำเป็นอย่างยิ่งต่อการติดต่อสื่อสารระหว่างประเทศสมาชิก

Abstract

The objectives of this article are (1) to explain the state of graduate development and graduates’ quality measurement in Thailand, and (2) to give suggestions in developing Thai graduates’ attributes qualified to ASEAN. The related document synthesis and analysis show that (1) the graduate attributes or qualities are different depending on each Ministry announcement, national education development plan, original affiliation, and assessment organization. In conclusion, Thai graduates’ quality could be measured in three dimensions; Thai Qualifications Framework for Higher Education (TQF: HEd), Higher Education Standards, and the indicators announced by the original affiliations and assessment organizations, and (2) to develop Thai graduates’ attributes qualified to ASEAN to support the ASEAN community in 2015 needs two considerations comprising careers and graduate attributes which ASEAN expects, especially to develop English skills (listening, speaking, reading, writing) for effective communication among ASEAN countries.
