บทคัดย่อ
งานวิจัยเรื่องนี้เป็นงานวิจัยเชิงนโยบาย มีวัตถุประสงค์ เพื่อ 1) ศึกษาการนำนโยบายสู่การปฏิบัติ และการบริหารแบบมีส่วนร่วมในการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืนด้านการศึกษา (SDG4) ของสำนักงานศึกษาธิการจังหวัดในพื้นที่กลุ่มจังหวัดภาคใต้ฝั่งอันดามัน 2) นำเสนอแนวทางการขับเคลื่อนเป้าหมายการพัฒนายั่งยืนด้านการศึกษา ในพื้นที่กลุ่มจังหวัดภาคใต้ฝั่งอันดามัน รูปแบบการวิจัยเป็นการวิจัยเชิงคุณภาพ โดยใช้แนวคิดการนำนโยบายสู่การปฏิบัติและทฤษฎีการบริหารแบบมีส่วนร่วมเป็นกรอบในการวิจัย ผู้ให้ข้อมูลสำคัญ จำนวน 6 คน เครื่องมือที่ใช้ในการวิจัยคือ 1) รายงานผลการขับเคลื่อน SDG4 และแผนพัฒนาการศึกษาระดับจังหวัด 2) แบบสัมภาษณ์กึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยสรุป ได้ดังนี้ 1) ด้านการนำนโยบายสู่การปฏิบัติ ด้วยการเชื่อมโยงเป้าหมายการพัฒนาที่ยั่งยืนกับเป้าประสงค์ ประเด็นยุทธศาสตร์ในแผนพัฒนาการศึกษาระดับจังหวัด และดำเนินโครงการ/กิจกรรมเพื่อส่งเสริมสนับสนุนการดำเนินงานในทุกตัวชี้วัด ด้านการบริหารแบบมีส่วนร่วม คือ เปิดโอกาสให้บุคลากรร่วมเป็นคณะทำงานขับเคลื่อน SDG4 เพื่อร่วมคิด ร่วมรับผิดชอบ และร่วมดำเนินงานในการพัฒนาคุณภาพการศึกษาอย่างครอบคลุม เท่าเทียม และสนับสนุนโอกาสในการเรียนรู้ตลอดชีวิต 2) แนวทางการขับเคลื่อนเป้าหมายการพัฒนายั่งยืนด้านการศึกษา คือ (1) สร้างการรับรู้และมอบหมายผู้รับผิดชอบ (2) มองเป้าหมายร่วมกันของทุกภาคส่วนที่เกี่ยวข้องในพื้นที่ (3) บูรณาการและประสานความร่วมมือ (4) ติดตามและประเมินผลการดำเนินงานรายตัวชี้วัด เพื่อนำไปสู่การทบทวน ปรับปรุง พัฒนา และ (5) จัดเก็บข้อมูลและจัดทำฐานข้อมูลการดำเนินงานตามตัวชี้วัด
