รูปแบบการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา

Abstract

การวิจัยนี้มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา การวิจัยดำเนินการเป็น 3 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาสภาพ ปัญหา และองค์ประกอบของการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา โดการประชุมสัมมนากลุ่มตัวอย่าง 222 คน จำนวน 6 เขตพื้นที่การศึกษา โดการสุ่มตัวแทนของกรรมการต่างๆ ผู้บริหารและบุคลากรทางการบริหารในสำนักงานเขตพื้นที่การศึกษาประถมศึกษา และสัมภาษณ์ผู้ทรงคุณวุฒิจำนวน 5 คน ภายหลังการประชุมกลุ่ม ขั้นตอนที่ 2 การยกร่างและตรวจสอบรูปแบบการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา โดยการสนทนากลุ่มของผู้ทรงคุณวุฒิจำนวน 9 คน และขั้นตอนที่ 3 การประเมินความเป็นไปได้ของรูปแบบการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษาโดยการทำประชาพิจารณ์ จากกลุ่มตัวอย่าง 48 คน จำนวน 4 เขตพื้นที่การศึกษา สุ่มจากตัวแทนของคณะกรรมการต่างๆผู้บริหารและบุคลากรทางการบริหาร ผลการวิจัย พบว่า รูปแบบการบริหารแบบมีส่วนร่วมขององค์คณะบุคคลเพื่อส่งเสริมประสิทธิภาพ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา มีองค์ประกอบ 3 ประการ คือ 1) คณะกรรมการส่งเสริมประสิทธิภาพการดำเนินงานขององค์คณะบุคคล 2) ขอบข่ายการมีส่วนร่วม 3) กระบวนการบริหารแบบมีส่วนร่วม และเงื่อนไขความสำเร็จ

A MODEL OF PARTICIPATORY MANAGEMENT THROUGH GOVERNING BOARD FOR PROMOTING THE EFFICIENCY OF THE PRIMARY EDUCATIONAL SERVICE AREA OFFICE  

The main purpose of this research was to develop a model of participatory management through governing board for promoting the efficiency of the primary education service area office. The research was conducted in 3 phases. Phases 1 was to study the nature, problems and components of the existing participatory management committees of the Primary Educational Service Area Office. The study procedure was held through a seminar of 222 participants selected from 6 primary educational service areas consisting of representatives of the existing committees, the administrators and personnel staff and school administrators. An interview of 5 educational experts was included after the seminar. Phase 2 was to draft and review a model of the participatory management to promote efficiency of the Office of Primary Educational Service Areas. This was done by a focus group discussion of 9 experts in educational administration. Phase 3 was to evaluate the feasibility to apply a model of participatory management for use in the Office of Primary Educational Service Areas. This was done by the public hearing of 48 concerned participants of the Primary Educational Service Areas Office. The research findings proposed a model of participatory management through governing board promote to promoting efficiency of the Office of Primary Educational Service Areas in 3 aspects: 1) governing board for promoting the efficiency of the operations of the existing committees, 2) the scope and functions of participatory management, and 3) the process of participatory management and accomplishment conditions.
