บทคัดย่อ

การวิจัยนี้เป็นการศึกษาเฉพาะกรณีจังหวัดเชียงรายโดยมีวัตถุประสงค์เพื่อ1) ศึกษาบริบททางด้านสังคมการเมือง วัฒนธรรมและเศรษฐกิจ ของชุมชนที่เข้มแข็ง 2) ศึกษาการใช้ภูมิปัญญาท้องถิ่นเป็นฐานในการสร้างความเข้มแข็งของชุมชน 3) ศึกษาปัจจัยที่มีผลต่อความเข้มแข็งของชุมชน 4) พัฒนารูปแบบการเสริมสร้างความเข้มแข็งของชุมชนโดยใช้ภูมิปัญญาท้องถิ่นเป็นฐาน 5) จัดทำกลยุทธ์การนำรูปแบบการเสริมสร้างความเข้มแข็งของชุมชนโดยใช้ภูมิปัญญาท้องถิ่นเป็นฐาน การวิจัยนี้เป็นการวิจัยทั้งในเชิงคุณภาพ และเชิงปริมาณ โดยในเชิงคุณภาพผู้วิจัยเก็บข้อมูลโดยใช้การสังเกต การสัมภาษณ์ ผู้นำชุมชน ผู้นำกลุ่ม ผู้ทรงคุณวุฒิ และปราชญ์ชาวบ้าน วิเคราะห์ข้อมูลโดยการสรุปและการจำแนกประเภทของข้อมูล ในเชิงปริมาณผู้วิจัยได้เก็บข้อมูลโดยใช้แบบสอบถามกับกลุ่มตัวอย่างที่เป็นผู้นำชุมชนจำนวน 400 คน วิเคราะห์ข้อมูลโดยค่าสถิติ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการถดถอยพหุคูณ

ผลการวิจัยพบว่า ในบริบททางด้านสังคมของชุมชนที่เข้มแข็งในจังหวัดเชียงราย เป็นสังคมแบบเครือญาติ มีโครงสร้างทางสังคมเป็นทั้งแนวราบและแนวตั้ง ทางด้านการเมือง มีการกระจายอำนาจแบ่งการปกครองชุมชนเป็นหมวดหรือคุ้มชุมชนต่างๆ ทางด้านวัฒนธรรมชุมชน มีวัฒนธรรม ประเพณี ความเชื่อและพิธีกรรมที่สืบทอดมาจากบรรพบุรุษ และทางด้านเศรษฐกิจ มีทรัพยากรธรรมชาติอุดมสมบูรณ์เป็นต้นทุนในการผลิต มีการรวมกลุ่มเพื่อการผลิต การจำหน่ายผลผลิตเพื่อส่งเสริมเศรษฐกิจของชุมชน การใช้ภูมิปัญญาท้องถิ่นเป็นฐานในการเสริมสร้างความเข้มแข็งของชุมชน ในจังหวัดเชียงราย มีอาทิเช่นภูมิปัญญาท้องถิ่น ด้านผู้นำชุมชน การเรียนรู้และการถ่ายทอดความรู้การอนุรักษ์ทรัพยากรธรรมชาติ การปรับตัวกับการเปลี่ยนแปลง ส่วนปัจจัยที่มีผลต่อความเข้มแข็งของชุมชน มีปัจจัยสำคัญคือ กระบวนการเรียนรู้ของชุมชน ระบบเครือข่าย ระบบความสัมพันธ์ในชุมชน และภูมิปัญญาท้องถิ่น ในการพัฒนารูปแบบการเสริมสร้างความเข้มแข็งของชุมชนโดยใช้ภูมิปัญญาท้องถิ่นเป็นฐานได้ใช้ปัจจัยต่างๆเหล่านี้มากำหนดรูปแบบการเสริมสร้างความเข้มแข็งของชุมชนและตัวชี้วัดความเข้มแข็งของชุมชน ส่วนกลยุทธ์การนำรูปแบบการเสริมสร้างความเข้มแข็งของชุมชนโดยใช้ภูมิปัญญาท้องถิ่นเป็นฐาน ได้แก่ กลยุทธ์การบริหารจัดการชุมชน กลยุทธ์การมีส่วนร่วมของชุมชน กลยุทธ์การสร้างกระบวนการเรียนรู้ กลยุทธ์การสร้างเครือข่าย และกลยุทธ์สร้างจิตสำนึกรักบ้านเกิด

Abstract

This research was a case study research of Chiang Rai Province. The research objectiveswere 1) to investigate social context, political context, cultural context and economic context ofstrengthened communities in Chiang Rai province. 2) to study the local wisdom-based to build up thecommunity strength 3) to study factors affecting the community strength 4) to develop a model of localwisdom-based to build up the community strength 5) to formulate strategic plans of local wisdom –based model for practices. This research was a qualitative and quantitative research. In the qualitativemethod the data were collected by the researcher’s observation and interview with a few numbers ofcommunity leaders, community development experts and the so-call local philosophers. The qualitativedata were organized and concluded. In the quantitative method the data were collected by aquestionnaire to survey 400 samples of community leaders. The quantitative data were analyzed bystatistics of percentage, arithmetic mean, standard deviation and multiple regression.

The research revealed that in terms of social context of the strengthened communities inChiang Rai province, they were kinship society with the social structure both in horizontal and verticallevels. In terms of political context the communities were empowered to be self-govermed by clustersof 10-12 households (Kum). In terms of cultural context they still deserved their tradition, beliefs andceremonial activities from their ancestor. In terms of economic context the communities had their ownnatural resources as their capital products and they were cooperative for good productivity andmarketing. As for the local wisdom – based to build up the community strength there were much localwisdoms such as local leadership, learning and transferring of local knowledge, conversation of naturalresources and adjustment to the current changes. As for the factors effecting the community strengththere were the community learning process, the network of relationship and the local wisdom. Theaffecting factors were used to develop local wisdom-based model to build up the community strengthincluding the factors to measure the community strength. As for the formulation of strategic plans forpractices there were community management strategy, community participation strategy, building uplearning process strategy, the network of social relationships strategy and proud consciousness oftheir hometown strategy.
