บทความนี้มีวัตถุประสงค์เพื่อนำเสนอแนวคิดและอธิบายขั้นตอนของการสังเคราะห์งานประเมินความต้องการจำเป็น โดยที่การสังเคราะห์งานประเมินความต้องการจำเป็นเป็นการวิจัยรูปแบบหนึ่งที่อยู่บนฐานของการใช้ข้อมูลทุติยภูมิ และเป็นการสังเคราะห์งานประเมินความต้องการจำเป็นในเชิงปริมาณและเชิงคุณภาพที่ทำในหัวข้อเดียวกัน โดยมีจุดมุ่งหมายเพื่อหาข้อสรุปหรือข้อค้นพบใหม่ แต่ไม่ได้มุ่งตัดสินคุณค่าของงานประเมิน สำหรับวิธีการสังเคราะห์งานประเมินความต้องการจำเป็นอยู่บนรากฐานของการสังเคราะห์งานวิจัยเชิงปริมาณด้วยการวิเคราะห์อภิมาน และการสังเคราะห์งานวิจัยเชิงคุณภาพด้วยการอภิมานเชิงชาติพันธุ์วรรณนา และการออกแบบการวิจัยแบบผสมโดยใช้เทคนิคการวิเคราะห์เนื้อหามาช่วยอธิบาย เปรียบเทียบ และแปลความหมายของข้อมูล จุดเด่นของการสังเคราะห์งานประเมินความต้องการจำเป็นในบทความนี้ มุ่งไปที่การศึกษาความต้องการจำเป็นในระดับองค์กรที่เกิดจากการสังเคราะห์งานประเมินความต้องการจำเป็นในระดับหน่วยงานย่อยแล้วได้ข้อสรุปหรือข้อค้นพบใหม่ที่ชัดเจน นอกจากนี้ การสังเคราะห์งานประเมินความต้องการจำเป็นนี้เป็นเครื่องมือที่หน่วยงานต้นสังกัดหรือสถานศึกษาสามารถนำมาประยุกต์ใช้เพื่อช่วยส่งเสริมและปรับปรุงคุณภาพการจัดการศึกษาของสถานศึกษาได้ สำหรับกระบวนการสังเคราะห์งานประเมินความต้องการจำเป็นมีจำนวน 6 ขั้นตอน ได้แก่ (1) การระบุปัญหาและประเภทของเอกสาร (2) การรวบรวมเอกสารและงานวิจัยที่เกี่ยวข้อง (3) การประเมินข้อมูลและสารสนเทศ (4) การวิเคราะห์ข้อมูล (5) การเขียนรายงาน และ (6) การนำข้อค้นพบไปใช้ประโยชน์

Abstract

The objective of this article is to propose the approach and explain the steps of the synthesis of needs assessment works. The synthesis of needs assessment works is a kind of research that is based on the use of secondary data and is the synthesis of both qualitative and quantitative needs assessment works studying the same or similar problem area. The goal of the synthesis of needs assessment works is to find the conclusion or new findings, but not to judge the value of needs assessment works. The synthesis of needs assessment works is also based on the concepts of meta-analysis and meta-ethnography, including mixed-methods research design by applying content analysis to explain, compare and interpret data. The highlight of the synthesis of needs assessment works aims at studying the needs at an organizational level coming from the syntheses of needs assessment works conducted in several sub-organizations, then the clear conclusion or new finding is indentified. In addition, the synthesis of needs assessment works is a tool which can be utilized by a primary organization or education institution to support and improve the quality of the education institution. The synthesis of needs assessment works comprises six steps; (1) the formulation of problems and the types of documents, (2) the collection of relevant documents, (3) the evaluation of collected data and information, (4) the analysis of data, (5) the report writing, and (6) the utilization of the findings.
