การบริหารโดยสถานศึกษาและชุมชนเป็นฐาน : ความท้าทายของการปฏิรูปการศึกษาในทศวรรษที่สอง

การปฏิรูปการศึกษาในทศวรรษที่ผ่านมาของไทยพบว่ายังไม่ประสบความสำเร็จเท่าที่ควรโดยเฉพาะในด้านของการบริหารการศึกษาที่มุ่งเน้นการกระจายอำนาจการศึกษาไปยังสำนักงานเขตพื้นที่การศึกษาและสถานศึกษา ในลักษณะของการบริหารการศึกษาโดยใช้สถานศึกษาเป็นฐาน ผลปรากฏว่าทุกภาคส่วนที่เกี่ยวข้องไม่ได้เข้ามามีส่วนร่วมอย่างแท้จริง สำหรับการปฏิรูปการศึกษาในทศวรรษที่สองนี้เน้นเป้าหมาย 3 ประการ คือ 1) คุณภาพและมาตรฐานการเรียนรู้ 2) เพิ่มโอกาสทางการศึกษาและการเรียนรู้อย่างทั่วถึงและมีคุณภาพ และ 3) ส่งเสริมการมีส่วนร่วมของทุกภาคส่วนของสังคมในการบริหารและจัดการศึกษา จากความท้าทายของเป้าหมายดังกล่าวโดยเฉพาะเป้าหมายที่ 3 นั้น คงถึงเวลาที่ระบบการศึกษาไทยจะต้องหันมาให้ความสำคัญกับชุมชน ให้ชุมชนเข้ามามีส่วนร่วมในการศึกษาในลักษณะของการบริหารการศึกษาโดยสถานศึกษาและชุมชนเป็นฐาน โดยการบูรณาการฐานทรัพยากรของชุมชน เครือข่ายทางสังคมระบบความรู้และระบบคุณค่าและความเชื่อของชุมชน เพื่อจัดการศึกษาให้สอดคล้องกับสภาพปัญหาและความต้องการที่แท้จริงของชุมชน ซึ่งจะทำให้เกิดการมีส่วนร่วมของทุกภาคส่วนอย่างแท้จริง และเกิดกระบวนการเรียนรู้อย่างยั่งยืนนั่นเอง

Abstract

Education Reform in Thailand was not as successful as it should be during the last decadeespecially in case of educational administration that focused on the decentralization to educationalservice area offices and schools by school based management, indicated that all stake holders didnot fully participate. In the second round, the reform will aim at 1) The quality and standards oflearning, 2) Increase opportunities for quality education and learning for all, and 3) Promotion ofeducation management the participation by all sectors in communities. The challenges of those threefolds, especially the third one, the Thai education system must pay attention allowing communities to associate with the circumstance of school – community based management. Community resources,social networks, knowledge systems, values and beliefs of communities must be integrated in orderto provide education in accordance with the real needs and problems of the communities. All sectorsin the communities involve sustainably with education process and systems.
