บทบาทของการลงทุนทางตรงจากต่างประเทศต่อการยกระดับศักยภาพแรงงานไทย: มุมมองเชิงสังคมเศรษฐกิจบนฐานแนวคิดความสามารถในการดูดซับเทคโนโลยี

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของการลงทุนทางตรงจากต่างประเทศ (FDI) ต่อการพัฒนาผลิตภาพแรงงานในภาคอุตสาหกรรมของประเทศไทย โดยใช้ข้อมูลทุติยภูมิจากแบบสำรวจสถานประกอบการอุตสาหกรรมของธนาคารโลกในปี ค.ศ. 2016 จำนวน 657 สถานประกอบการครอบคลุมทั่วประเทศ โดยทำการวิเคราะห์การถดถอยพหุคูณด้วยวิธีการประมาณค่าแบบวิธีกําลังสองน้อยที่สุด (ordinary least squares: OLS) เพื่อศึกษาความสัมพันธ์ระหว่าง FDI ทุนมนุษย์ และผลิตภาพแรงงาน ผลการศึกษาพบว่า FDI ส่งผลเชิงบวกต่อผลิตภาพแรงงานอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยเฉพาะอย่างยิ่งในสถานประกอบการที่มีแรงงานทักษะต่ำถึงปานกลาง นอกจากนี้ขนาดของสถานประกอบการและสัดส่วนแรงงานมีฝีมือยังมีผลเสริมต่อผลิตภาพแรงงานอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ 0.10 ตามลำดับ อย่างไรก็ตามผลของตัวแปรปฏิสัมพันธ์ ระหว่าง FDI และสัดส่วนของแรงงานมีฝีมือในสถานประกอบการกลับมีค่าสัมประสิทธิ์เชิงลบอย่างมีนัยสำคัญที่ระดับ 0.01 แสดงถึงผลของ FDI ต่อผลิตภาพแรงงานจะลดลงเมื่อแรงงานมีทักษะสูงขึ้น ซึ่งเป็นไปตามแนวคิดความสามารถในการดูดซับเทคโนโลยีที่มองว่าความสามารถในการดูดซับเทคโนโลยีจากต่างประเทศขึ้นอยู่กับระดับทุนมนุษย์ภายในประเทศ ผลการศึกษายังให้ชี้ว่าการดึงดูด FDI ควรดำเนินควบคู่กับการพัฒนาแรงงานที่มีทักษะต่ำ-ปานกลาง เพื่อเพิ่มขีดความสามารถในการดูดซับเทคโนโลยีและสร้างการเติบโตทางเศรษฐกิจที่ยั่งยืน
