สังคมไทยเริ่มรับเอานวัตกรรมคอมพิวเตอร์มาใช้ในหน่วยงานของรัฐบาลตั้งแต่ปี พ.ศ. 2506 การใช้เทคโนโลยีคอมพิวเตอร์ของหน่วยงานภาครัฐยุคก่อนการปฏิรูประบบราชการช่วงแรกส่วนใหญ่เป็นเรื่องของการคำนวณและประมวลผลจนถึงปี พ.ศ. 2530 ความก้าวหน้าด้านเทคโนโลยีการสื่อสารที่เรียกว่า อินเทอร์เน็ตได้แพร่กระจายเข้ามายังประเทศไทย ทำให้หน่วยงานภาครัฐของไทยเริ่มเปลี่ยนแปลงรูปแบบการใช้เทคโนโลยีคอมพิวเตอร์ไปสู่การใช้งานด้านการสื่อสารมากขึ้น แต่ยังคงเป็นยุคของการนำเอาเทคโนโลยีสารสนเทศและการสื่อสารมาประยุกต์ใช้ในการบริหารและการบริการภายในหน่วยงานของรัฐเท่านั้น (government centric)

Abstract

Thai society has applied computer innovation into government agencies since 1963. Application of computer technology in the public sector during the initial phase of pre-reforming public sector reform mainly appeared for calculating and processing purposes until 1987; the advancement of communication technology so-called "the Internet” had spread into Thailand.This changed the way in which Thai government agencies applied computer technology to communication-oriented purposes. However, it still was in an era of information and communication technology application, which application was taken place only in the management and service within governmental organizations.
