DEVELOPMENT ADMINISTRATION OF THAI LOCAL COMMUNITY BASED ON CULTURAL DIVERSITY

Abstract
There are factors to consider for community settlement including geography, population, way of life, ethnic diversity and mechanisms of social control such as religious and belief, etc. The streams of capitalism and modernism reflect the lessons learnt between human and nature, the administration and competition, and the impacts of government development projects or government policies which led to social changes resulting in people and the decline and fall of the local traditional culture. As a matter of fact, culture evolves slowly and gradually, therefore effective social communication is important to protect and inherit culture. The factors for supporting effective social communication are social structure, freedom of thought, good government policies. In term of development at all levels; local, society and country, not only holistic and reduction view help us to understand and see the truth more clearly especially at local level, but also the local people as the insiders and co-creators, not the outsiders, and the regulations or the history of state. Moreover, it must set the conscious mind of people led to civil society and social contract respectively. Beside the aforementioned factors, it is essential to consider law, politic, good governance, and self-government that focus on the development of citizenships result in the effective sustainable development of personal and local management when citizens gain well of knowledge and understanding.
