WORK, PEOPLE, AND HIGH PERFORMANCE ORGANIZATIONS: A COMPARATIVE STUDY OF PUBLIC ENTERPRISES AND PRIVATE ORGANIZATIONS

Abstract

The objectives of this article are 1) to study the characteristics of high-performing organizations in the Thai context. 2) to compare the management processes for "work" and "people" of high-performing organizations, specifically PTT Public Company Limited and True Corporation Public Company Limited, which are state-owned enterprises and private businesses, respectively. 3) to study ways to maintain their status as high-performing organizations using qualitative research methods, specifically through a case study approach involving in-depth interviews with executives and 26 operational level employees from both PTT Public Company Limited and True Corporation Public Company Limited. The data were analyzed using metaphor logic, case study writing, and cross-synthesis of case studies.


          The research results revealed the following 1) The characteristics of high-performing organizations in the Thai context are organizations that focus on sustainable business operations. In the case studies of PTT Public Company Limited and True Corporation Public Company Limited, it was found that they emphasize different aspects of "work." PTT considers work that creates value for the organization as work that can develop the potential, skills, and knowledge of personnel within the organization. On the other hand, True Corporation believes that having clear policies and operational strategies that help personnel in the organization understand the direction, objectives, goals, and results of the organization is the most important aspect of "work." 2) In terms of high performance appraisal with regard to "people," it was found that factors such as manpower planning, recruitment, selection, talent management, training and development, motivation, and organizational culture play a crucial role in promoting high performance among individuals. 3) Effective communication guidelines are essential for organizations to maintain executives with a far-sighted vision who can adapt plans and make necessary adjustments to business strategies and missions in order to thrive in the future
