Abstract
The objective of this research was to study and compare the contract and collateral scheme for design or construction supervision work of the Comptroller General with government agencies and contractors. The study of factors affecting the preparation of contracts and collateral scheme of government agencies and contractors is a combination of research methods that use both quantitative and qualitative research methodologies. The population used in this research is defined as government agencies or relevant agencies who are responsible for contracting. Draft/review contract documents or sign contracts and samples consisted of 5 government agencies and 5 contractors, with 5 persons each for questionnaires and 1 person for an interview.The study also analyzed the mode, standard deviation, data, and factor prioritization for contract preparation and collateral schemes, outsourcing, design, and construction supervision. Using the Severity Index (SI), it was concluded that the form of contract preparation and collateral scheme for design or construction supervision of government agencies and contractors still adheres to the guidelines of the Comptroller General's Department and to the factors that affect the preparation of contracts and collateral scheme of government agencies and contractors the most. Article 5 on “Construction supervision employment agreement” has a RII value of 96.00% and the minimum, namely the format factor. Article 2 on the “Form of contract preparation and collateral scheme for the design or construction supervision of the agency is different from the model of the Comptroller General's Department. It has a RII value of 30.64%. In this research, it was found that contents of the contract, the scope of the Agreement and the Attachment to the Agreement SI value 96.80% were the factors that increased the efficiency for outsourcing, designing, or supervising construction work and reduced the impact on contract preparation and the collateral scheme.
