A Study on Preventive Measures Against the Violation of Monastic Discipline of Buddhist Monks in Ubon Ratchathani Province

Abstract

This research article has three objectives: 1)To examine the current problems related to the violation of monastic discipline (Vinaya) among Buddhist monks in Ubon Ratchathani Province 2) To study preventive measures against the violation of monastic discipline among monks in Ubon Ratchathani Province; and 3)To propose approaches for preventing monastic disciplinary violations among monks in Ubon Ratchathani Province.This is a qualitative study that analyzes data from documents and in-depth interviews with 25 key informants.The findings reveal that violations of monastic discipline among monks in Ubon Ratchathani Province fall into three major categories: 1)Problems related to the enforcement of monastic discipline; 2)Legal problems; and 3)Problems related to administrative processes.Regarding preventive measures, three key approaches are identified: 1)Prevention based on monastic disciplinary principles; 2) Prevention through legal mechanisms; and 3)Prevention through administrative and managerial processes For the development of preventive strategies, the study finds that ecclesiastical administrators at various levels should implement background checks and drug screenings for individuals seeking ordination. Additionally, monastic disciplinary officers (Phra Vinayadhikarn), in collaboration with civil authorities, should regularly inspect temples within their jurisdiction to ensure that monks comply with both monastic discipline and secular law, thereby preventing misconduct or violations of the Vinaya. The study also emphasizes strengthening the integrity, transparency, and effectiveness of monastic disciplinary officers in carrying out their duties strictly within the framework of monastic discipline and the law.
