การเมืองเรื่องเลือกตั้งและปัจจัยสาคัญต่อการตัดสินใจเลือกพรรคการเมือง และผู้สมัคร : วิเคราะห์จากการเลือกตั้ง 3 กค. 2554

Abstract
การเลือกตั้งสมาชิกสภาผู้แทนราษฎรเมื่อวันที่ 3 กรกฎาคม 2554 ก่อให้เกิดความสนใจทางวิชาการที่ว่าด้วยเรื่องของพฤติกรรมการเลือกตั้งของประชาชนชาวไทย เพราะสภาพแวดล้อมทางการเมืองที่กาลังเปลี่ยนไป พรรคการเมืองให้ความสาคัญกับการรณรงค์หาเสียงด้วยการชูนโยบายที่จะทาให้ประชาชนได้รับผลประโยชน์มากขึ้น จนทาให้พรรคเพื่อไทยสามารถชนะการเลือกตั้ง และสามารถจัดตั้งรัฐบาลได้ นอกจากนี้ยังทาให้เกิดปรากฏการณ์แบ่งขั้วการเมืองที่เริ่มชัดขึ้น ระหว่างพรรคการเมืองที่เคยเป็นรัฐบาล และพรรคฝ่ายค้าน บทความนี้จึงให้ความสาคัญกับปัจจัยสาคัญที่ประชาชนใช้ในการพิจารณาผู้สมัคร และพรรคการเมือง ตลอดจนความแตกต่างของพฤติกรรมการเลือกตั้งในภาคส่วนต่างๆของประเทศไทย ข้อมูลที่ใช้มาจากการสารวจพฤติกรรมเลือกตั้งของประชาชนไทย ที่ดาเนินการโดยสถาบันพระปกเกล้าโดยมีกลุ่มตัวอย่างที่ได้มาด้วยวิธีสุ่มตามความน่าจะเป็นจากจานวนผู้มีสิทธิเลือกตั้งในประเทศไทย และมีการเก็บข้อมูลในช่วงก่อนการเลือกตั้งสมาชิกสภาผู้แทนราษฎร พ.ศ. 2554 ระหว่าง 1-15 มิถุนายน 2554จากประชาชนจานวนกว่า 1,500 คน นับเป็นการสุ่มตัวอย่างที่ทาให้ได้คาตอบที่สามารถอ้างอิงไปยังประชากรได้ตามหลักสถิติ
ผลการศึกษานี้พบว่าประชาชนสนใจที่ สถานะหรือจุดยืนของผู้สมัครในประเด็นต่างๆ รวมบุคลิกภาพของผู้สมัคร การรณรงค์หาเสียง การให้ความสนใจในเรื่องนี้ ความเข้าใจในประเด็นการหาเสียง ล้วนมีอิทธิพลต่อการเลือกผู้สมัคร นอกจากนี้ยังพบว่า ว่าประเด็นทางสังคมก็เป็นสิ่งที่สาคัญในการไปเลือกตั้ง สิ่งที่พรรคการเมืองใช้ในการรณรงค์หาเสียงที่เน้นประเด็นทางสังคมต่างๆก็มีผลต่อการกากับบรรทัดฐานของสังคม ตลอดจนการคิดถึงผลประโยชน์ที่จะได้รับ และสามารถอธิบายความแตกต่างเชิงเศรษฐกิจและสังคมหรือระหว่างชนชั้นที่กาลังปรากฏขึ้น นั่นคือประชาชนที่มีการศึกษาน้อยกว่าจะเลือกพรรคเพื่อไทยมากกว่า และมีความแตกต่างกันตามภาคอย่างชัดเจนในทางการเลือกตั้ง และยังสอดคล้องกับประเด็นทางสังคม คือการชูนโยบายในการหาเสียงที่นามาสู่การตัดสินใจ และการสื่อสารทางการเมืองที่ประชาชนที่รับสื่อจากพรรคมากจะมีแนวโน้มในการเลือกพรรคนั้น อีกทั้งพบว่าความไม่พอใจผลงานของรัฐบาลก่อนทาให้ประชาชนพากันเทคะแนนให้กับพรรคที่คาดว่าจะทางานได้ดีกว่าและสามารถนานโยบายไปปฏิบัติได้อย่างเป็นผล และพวกเขาได้รับผลประโยชน์ ซึ่งเป็นการตัดสินใจบนหลักเหตุผล แต่อย่างไรก็ดีงานการศึกษานี้ยังไม่ชัดในเรื่องชนบทและเมืองนัก นอกจากภาค และฐานะทางการศึกษา ซึ่งต้องมีการศึกษาต่อไป
