การเปลี่ยนแปลง การคงอยู่ และความคาดหวัง: ข้อสังเกตจากการเลือกตั้งทั่วไปปี พ.ศ. 2554

Abstract
บทความนี้ เป็นข้อสังเกตที่ได้เห็นในการเปลี่ยนแปลงในวิธีการให้ได้มาซึ่งผู้แทนราษฎร (ระบบการเลือกตั้ง) ที่นับตั้งแต่ปี พ.ศ. 2540 จนถึง ปี พ.ศ. 2554 การคงอยู่ในพฤติกรรมการหาเสียงของพรรคการเมือง และ ความคาดหวังของประชาชน อันจะเกิดขึ้นจากการทาหน้าที่ของสมาชิกสภาผู้แทนราษฎรในสภาผู้แทนราษฎร ในแง่ของการไป “เป็นปากเป็นเสียง” ให้กับพวกเขาในผู้แทนราษฎร จุดประสงค์ของบทความชิ้นนี้ก็เพื่อแสดงให้เห็นว่าหากมองว่า การเลือกตั้งนั้นไม่ได้มีความน่าสนใจเฉพาะผลการเลือกตั้ง หรือ มองว่าการเลือกตั้งแค่ในฐานะ “หน่วยผลิตผลการแข่งขัน” ที่เกิดขึ้นในสนามการเมือง (Political Arena) แต่มองว่าการเลือกตั้งและระบบบการเลือกตั้งเป็น “สถาบันทางการเมือง (Political Institutions)” ที่ระบบการดาเนินงาน (Functions) ของตัวสถาบันนั้นมีผลต่อ “ผลลัพธ์ (Output)” ทางการเมืองอย่างกว้างขวางและลึกซึ้ง ด้วยเหตุนี้ ทาให้การศึกษาการเลือกตั้งสามารถทาได้ในแง่มุมของการเปลี่ยนแปลงในบริบทและและสิ่งแวดล้อมของการเลือกตั้ง ดังเช่นบทความชิ้นนี้จะได้นาเสนอผ่านข้อสังเกต 3 ประเด็นที่กล่าวไปข้างต้น
