สุขภาพทางการคลังของเทศบาล: กรอบแนวคิดและผลการวิจัยเชิงประจักษ์

Abstract
บทความนี้นาเสนอถึงสภาพทั่วไปของสุขภาพทางการคลังขององค์กรปกครองส่วนท้องถิ่น โดยเฉพาะเทศบาล และสาเหตุหลักที่ส่งผลให้สุขภาพทางการคลังของเทศบาลเกิดความอ่อนแอ ข้อมูลจากการวิจัยในครั้งนี้ครอบคลุมถึงเทศบาลนครและเทศบาลเมืองจานวน 14 แห่ง ซึ่งตั้งอยู่ในเขตปริมณฑลและในบริเวณภาคตะวันออก โดยใช้ข้อมูลระหว่างปีงบประมาณ 2544 ถึง 2549 ผลการศึกษาพบว่าเทศบาลนครขนาดใหญ่ที่มีประชากรอาศัยอยู่อย่างหนาแน่น และเทศบาลเมืองที่ตั้งอยู่ในพื้นที่กึ่งเมืองกึ่งชนบท มีความอ่อนแอทางการคลังมากกว่าเทศบาลนครหรือเทศบาลเมืองที่ตั้งอยู่บริเวณรอบๆ หรือตั้งอยู่ในพื้นที่เศรษฐกิจหลักหรือพื้นที่อุตสาหกรรมขนาดใหญ่ นอกจากนี้ ยังพบว่าการใช้นโยบายประชานิยมทางการคลัง (fiscal populism) และการขาดประสิทธิภาพในการบริหารจัดการต่างส่งผลให้สุขภาพทางการคลังของเทศบาลเกิดความอ่อนแอได้เช่นกัน
