การปฏิรูปการเมืองกับการพัฒนาประชาธิปไตยในสังคมไทย

Abstract
ท่ามกลางความขัดแย้งอย่างรุนแรงและการแยกขั้วทางการเมืองอย่างชัดเจนที่ดารงอยู่ในสังคมไทยยุคปัจจุบัน ข้อเสนอของสมาชิกสภาผู้แทนราษฎรฝ่ายรัฐบาลและบุคคลบางกลุ่มที่ต้องการให้มีการปฏิรูปการเมืองโดยอาศัยการปรับปรุงแก้ไขรัฐธรรมนูญขึ้นอีกครั้งหนึ่ง ดูเหมือนจะเป็นการพยายามแสวงหาทางออกที่ดีให้กับวิกฤตการณ์ทางการเมือง แต่ในขณะเดียวกัน ข้อเสนอดังกล่าวกลับนาไปสู่การตั้งข้อสงสัยโดยบุคคลหลายกลุ่มหลายเกี่ยวกับเป้าหมายและวิธีการในการปฏิรูปทางการเมืองว่าจะนาไปสู่การแก้ปัญหาได้หรือไม่และเพียงใด ในภาวการณ์เช่นนี้การหันมาพิจารณาประเด็นปัญหาดังกล่าวในมุมมองด้านการพัฒนาประชาธิปไตย (democratization) น่าจะช่วยชี้ให้เห็นทิศทางและความเป็นไปได้ในการปฏิรูปทางการเมืองในสังคมไทยได้ไม่มากก็น้อย โดยเฉพาะอย่างยิ่งในประเด็นว่า อะไรควรจะเป็นเป้าหมายของการปฏิรูปการเมือง ทาไมต้องมีการปฏิรูปการเมืองขึ้นอีกครั้งหนึ่ง และการแก้ไขปรับปรุงรัฐธรรมนูญจะเป็นช่องทางในการแก้ปัญหาของระบอบประชาธิปไตยไทยในแง่ใด
