การนำการปรึกษาหารือมาใช้ในการวิเคราะห์นโยบายสาธารณะ: การทบทวนสำหรับแนวทางในเชิงปฏิบัติ

บทคัดย่อ
ท่ามกลางกระแสความร่วมมือจากภาคส่วนต่างๆ ทั้งภาคเอกชนและภาคประชาสังคม ที่เข้ามามีบทบาทในการกำหนดนโยบายมากยิ่งขึ้น ทำให้การวิเคราะห์นโยบายสาธารณะในปัจจุบันจำเป็นต้องมีแนวทางในการวิเคราะห์รูปแบบใหม่ ที่ทำให้คนที่เห็นแตกต่างทางความคิดเข้ามามีส่วนร่วมตั้งแต่กำหนดปัญหาไปจนถึงการตัดสินใจบทความชิ้นนี้จึงมีวัตถุประสงค์เพื่อนำเสนอแนวทางในการนำการปรึกษาหารือ (Deliberation) มาใช้กับกระบวนการวิเคราะห์นโยบาย เพื่อจะได้เห็นรูปแบบและเทคนิคที่จะช่วยให้การพัฒนานโยบายมีคุณภาพมากยิ่งขึ้น โดยความต่างของการวิเคราะห์รูปแบบนี้จะเน้นการให้ความสำคัญของความเป็นมนุษย์ โดยเปิดโอกาสให้มีส่วนร่วมและให้ความสำคัญแก่แต่ละฝ่ายในการให้เหตุผลอย่างเปิดเผย รวมทั้งนำผู้ด้อยโอกาสเข้ามาร่วมในกระบวนการ ภายใต้การสนทนา (Dialogue) เพื่อการสำรวจ เรียนรู้ และเข้าใจฐานคติจากข้อมูลและความคิดเห็นของแต่ละฝ่าย ทำให้สามารถนิยามปัญหาและกำหนดวัตถุประสงค์ร่วมกันได้ และการใช้การสานเสวนาเพื่อตัดสินใจเพื่อประเมิน และเพื่อให้น้ำหนักทางเลือก ตลอดไปจนถึงการตัดสินใจร่วม (Deliberation) ซึ่งทั้งสองวิธีการนี้ต้องใช้ผู้อำนวยความสะดวก (Facilitator) ที่เข้าใจเทคนิคการจัดการกระบวนการ โดยมีหัวใจสำคัญคือการสร้างบรรยากาศของความไว้วางใจที่ทำให้ทุกคนกล้าพูดและรับฟังความคิดเห็นของกันและกัน ด้วยเทคนิคการเข้าไปช่วยเหลือ การกระตุ้น และการไกล่เกลี่ยในบางครั้ง ทั้งนี้ผู้อำนวยความสะดวกจะคุมกระบวนการด้วยการเน้นย้ำกติกาที่มาจากการกำหนดร่วมกัน
