การศึกษาพฤติกรรมความเป็นพลเมืองสำหรับสังคมไทย

บทคัดย่อ
การวิจัยเชิงปฏิบัติการเรื่อง การศึกษาพฤติกรรมความเป็นพลเมืองสำหรับสังคมไทย มีจุดมุ่งหมายหลัก คือ เพื่อพัฒนาตัวแบบในการสร้างความเป็นพลเมืองและประสิทธิภาพทางการเมืองของพลเมือง การวิจัยใช้แบบการวิจัยเชิงปฏิบัติการ (Action research) โดยใช้กระบวนการพัฒนานโยบายสาธารณะแบบมีส่วนร่วม (Participatory Public Policy Process) เป็นเครื่องมือในการปฏิบัติการในพื้นที่องค์กรปกครองส่วนท้องถิ่น (อปท.) 4 แห่ง ในแต่ละพื้นที่มีกลุ่มทดลอง จำนวน 60 คน ได้รับการวัดเพื่อประเมินระดับความเป็นพลเมืองในช่วงเวลาก่อนและหลัง (pre-test and post-test) เข้าร่วมกระบวนการพัฒนานโยบาย ใช้วิธีการทางสถิติทำการวิเคราะห์การเปลี่ยนแปลงและวิเคราะห์ระดับความสัมพันธ์ระหว่างความเป็นพลเมืองและประสิทธิภาพทางการเมือง โดยนำข้อมูลเชิงคุณภาพมาประกอบการอธิบายผลที่ได้จากการวิเคราะห์ทางสถิติ ข้อมูลที่ได้จากทั้งการวิเคราะห์ทางสถิติและข้อมูลเชิงปริมาณ ได้นำมาสังเคราะห์เพื่อพัฒนาตัวแบบในการสร้างความเป็นพลเมืองและประสิทธิภาพทางการเมือง
ผลการศึกษา พบว่า ตัวแบบการพัฒนากระบวนการพัฒนานโยบายสาธารณะแบบมีส่วนร่วม (Model of Participatory Public Policy Development Process) สามารถพัฒนาความเป็นพลเมืองและประสิทธิภาพทางการเมืองให้มีการเปลี่ยนแปลงในระดับที่สูงขึ้น และยังพบว่าการเปลี่ยนแปลงพฤติกรรมความเป็นพลเมืองมีความสัมพันธ์ทางบวกกับประสิทธิภาพทางการเมือง ตัวแบบที่ได้พัฒนาขึ้นมีองค์ประกอบที่สำคัญ คือ องค์ประกอบที่เป็นปัจจัยภายใน ได้แก่ การสร้างความเป็นหุ้นส่วนระหว่างภาคพลเมืองและ อปท. ตั้งแต่เริ่มต้นกระบวนการ การมีประเด็นสาธารณะที่ต้องพัฒนาความร่วมมือของหน่วยรับนโยบาย อปท. เป็นหน่วยจัดการหลัก ภาวะผู้นำของผู้บริหารท้องถิ่น มีหน่วยงานเป้าหมายที่จะเสนอนโยบาย และพลเมืองที่เข้าร่วมกระบวนการมีสัดส่วนของผู้กระตือรือร้นสูง ส่วนปัจจัยภายนอก ได้แก่ การมีองค์กรทางวิชาการเป็นหน่วยเชื่อมประสานระหว่างภาคพลเมืองและภาครัฐ และรูปแบบของกระบวนการที่ใช้เทคนิคในการมีส่วนร่วม
ตัวแบบการพัฒนานโยบายสาธารณะแบบมีส่วนร่วมสามารถนำไปใช้ขยายผลเพื่อการสร้าง
ความเป็นพลเมืองในสังคมประชาธิปไตย โดยใช้เป็นเครื่องมือในการกระจายอำนาจด้านความเป็นประชาธิปไตย (Democracy decentralization) ให้ถึงระดับชุมชนและเสริมสร้างการทำงานแบบมีส่วนร่วมเป็นหุ้นส่วนกันเพื่อสร้างธรรมาภิบาลในท้องถิ่น รวมถึงนำไปใช้เพื่อการเสริมสร้างวิถีประชาธิปไตย (Democracy mode of life) ในระดับท้องถิ่น นอกจากนี้ ยังสามารถนำไปใช้ในการสนับสนุนการขับเคลื่อนยุทธศาสตร์ชาติ (พ.ศ. 2561 – 2580) โดยใช้กระบวนการตัวแบบนี้ เป็นได้ทั้งเป้าหมาย (End) และวิธีการ (Mean) ของการขับเคลื่อนยุทธศาสตร์ชาติในระดับฐานล่าง เพื่อทำให้พลเมืองมีความรู้สึกเป็นเจ้าของและผูกพันต่อการพัฒนาชุมชนและประเทศ
