บทบาทของการสื่อสารและเศรษฐกิจสร้างสรรค์ในการส่งเสริมสันติภาพ : กรณีศึกษาจังหวัดชายแดนใต้

บทคัดย่อ
บทความวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาบทบาทของการสื่อสารและเศรษฐกิจสร้างสรรค์ในฐานะกลไกส่งเสริมกระบวนการสันติภาพในจังหวัดชายแดนใต้ โดยใช้ระเบียบวิธีเชิงคุณภาพ วิเคราะห์ข้อมูลจากการสัมภาษณ์เชิงลึก 20 คน และสนทนากลุ่ม 12 คน ผลการศึกษาพบ 3 ประเด็นสำคัญ ชี้ให้เห็นช่องว่างระหว่างกระบวนการพูดคุยสันติภาพที่ขับเคลื่อนโดยรัฐกับความต้องการของคนในพื้นที่ ประกอบด้วย 1) การขาดการมีส่วนร่วมและช่องว่างในการสื่อสารเป็นอุปสรรคสำคัญของกระบวนการสันติภาพ ผู้มีส่วนได้ส่วนเสียคิดว่ากระบวนการสันติภาพเป็นเรื่องไกลตัว จำกัดอยู่ในวงเล็กๆ ขาดการมีส่วนร่วมอย่างแท้จริง และการสื่อสารจากภาครัฐไม่มีประสิทธิภาพ ทำให้เกิดความไม่ไว้วางใจ 2) เศรษฐกิจสร้างสรรค์สามารถเป็นเครื่องมือสร้างสันติภาพเชิงบวกได้ และ 3) ทุนทางวัฒนธรรมและอัตลักษณ์ท้องถิ่นสามารถเสริมพลังทางเศรษฐกิจและลดความขัดแย้ง การวิจัยนี้มีข้อเสนอแนะเชิงนโยบายเพื่อให้เกิดการผลในทางปฏิบัติ ประกอบด้วย 1) การเปลี่ยนกระบวนทัศน์การแก้ปัญหาจากการเน้นแนวทางความมั่นคงเพียงอย่างเดียว ไปสู่การพัฒนาสังคมและเศรษฐกิจอย่างมีส่วนร่วม 2) การสร้างกลไกการมีส่วนร่วมของประชาชนและผู้มีส่วนได้ส่วนเสียทุกกลุ่ม
ให้สามารถเข้าถึงและมีส่วนร่วมได้อย่างเป็นรูปธรรม 3) การปฏิรูปยุทธศาสตร์การสื่อสารเพื่อสันติภาพสำหรับหน่วยงานภาครัฐที่เกี่ยวข้อง และส่งเสริมการปฏิบัติตามแนววารสารศาสตร์เพื่อสันติภาพสำหรับสื่อและผู้ประกอบการด้านการสื่อสาร พร้อมทั้งส่งเสริมสื่อสารเรื่องเล่าเชิงบวก (Positive Narratives) เกี่ยวกับศักยภาพทางวัฒนธรรมและเศรษฐกิจของพื้นที่ เพื่อลดอคติและสร้างความเข้าใจจากคนภายนอก และ 4) การส่งเสริมเศรษฐกิจสร้างสรรค์และทุนทางวัฒนธรรมอย่างเป็นระบบ
