พลวัตคู่ขนานจากชุมชนท้องถิ่นสู่รัฐสภา: การวิเคราะห์เจาะลึกกลไกการมีส่วนร่วมของภาคประชาสังคมและตัวแสดงทางการเมืองในการขับเคลื่อนข้อเสนอสันติภาพชายแดนใต้

บทคัดย่อ
บทความวิจัยนี้เป็นการวิจัยคุณภาพเชิงตีความ มีวัตถุประสงค์เพื่อ (1) วิเคราะห์กลไกปฏิสัมพันธ์เชิงปฏิบัติการระหว่างภาคประชาสังคมระดับฐานรากกับตัวแสดงทางการเมืองในการขับเคลื่อนข้อเสนอเชิงนโยบายสันติภาพชายแดนใต้สู่รัฐสภา (2) วิเคราะห์พลวัตการต่อรอง บทบาทสถาบันนิติบัญญัติในฐานะกลไกลดแรงกดดัน และความท้าทายภายใต้ข้อจำกัดด้านความมั่นคง และ (3) สังเคราะห์รูปแบบพลวัตคู่ขนาน เก็บรวบรวมข้อมูลด้วยวิธีสามเส้าผ่านการสัมภาษณ์เชิงลึก การสานเสวนากลุ่ม และเวทีสาธารณะ จากกลุ่มตัวอย่างแบบเจาะจงจำนวน 20 คน ประกอบด้วย ตัวแสดงทางการเมือง (สส. และ สว.) 10 คน และตัวแสดงภาคประชาสังคม 10 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์แนวเรื่อง
ผลการวิจัยพบว่า ทั้งสองภาคส่วนแสดงออกถึงเจตจำนงที่มีความลื่นไหลในการขับเคลื่อนนโยบายผ่านช่องทางเฉพาะของตน โดยภาคประชาสังคมระดับฐานรากทำหน้าที่เป็น "ผู้เปิดพื้นที่และริเริ่มนโยบายจากฐานราก" ผ่าน 5 ปฏิบัติการหลัก ได้แก่ การสร้างพื้นที่ทางเลือกรับฟังเสียงประชาชนกว่า 200 เวที การจัดทำข้อเสนอเชิงนโยบายทางเลือก การสร้างความตระหนักรู้ การเชื่อมประสานเครือข่ายหลากระดับ และการปฏิบัติการด้านมนุษยธรรมข้ามวัฒนธรรมพุทธ-มลายูมุสลิม ขณะที่ตัวแสดงทางการเมืองและสถาบันนิติบัญญัติทำหน้าที่เป็น "ผู้แปรญัตติและส่งผ่านเชิงนโยบาย" ควบคู่ไปกับการเป็น "วาล์วระบายความดันเชิงระบบ" ที่ทำหน้าที่ลดทอนและเปลี่ยนผ่านความขัดแย้งที่แหลมคมนอกสภาให้เข้าสู่กระบวนการสถาบัน โดยผ่านกลไกประชาธิปไตยแบบตัวแทนและยุทธศาสตร์พรรคการเมืองที่แตกต่างกัน โดยมีเงื่อนไขความสำเร็จมาจากอุดมการณ์พรรค การรักษาฐานเสียงเชิงชาติพันธุ์และศาสนา และเครือข่ายความสัมพันธ์ส่วนบุคคล
การวิจัยนี้นำเสนอ “แบบจำลองพลวัตคู่ขนาน” เพื่ออธิบายการสอดประสานนโยบาย ประกอบด้วย 3 กลไก คือ (1) กลไกการส่งผ่านและการแปรรูปทรัพยากรข้อมูล ซึ่งเปลี่ยนความขัดแย้งนอกระบบและอารมณ์ร่วมเชิงอัตลักษณ์ให้เป็นการถกแถลงอย่างสันติเชิงสถาบัน (2) กลไกพื้นที่ร่วมและการร่วมผลิตนโยบายเชิงสถาบัน และ (3) ความท้าทายเชิงโครงสร้างและการถูกทำให้เป็นประเด็นความมั่นคง ที่ยังคงพึ่งพิงตัวบุคคลและเผชิญแรงกดดันเชิงระบบจากการบังคับใช้กฎหมายพิเศษ ปฏิบัติการข่าวสารและความหวาดระแวงของรัฐส่วนกลาง ซึ่งทำหน้าที่เป็นสิ่งกีดขวางโครงสร้างไม่ให้นโยบายถูกบังคับใช้จริงในภาคปฏิบัติการอย่างสมบูรณ์
