บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อนำเสนอข้อเสนอแนะเชิงนโยบายในการจัดวาง “ดุลยภาพใหม่ (New Equilibrium)” ของการบริหารจัดการเชิงพื้นที่ด้วยการออกแบบอำนาจหน้าที่ของเทศบาลตามศักยภาพ
เชิงพื้นที่ผ่านการศึกษาสภาวะความลักลั่นและความแข็งตัวของโครงสร้างและอำนาจหน้าที่ของเทศบาลในการบริหารจัดการเมืองขนาดใหญ่ที่เติบโตอย่างก้าวกระโดด ควบคู่ไปกับ การถอดบทเรียนการกระจายอำนาจแบบอสมมาตร (Asymmetric Decentralization) ที่เกิดขึ้นในต่างประเทศ ผลการศึกษาพบว่าวิกฤตการณ์ความลักลั่นและความแข็งตัวของเทศบาล ซึ่งถูกออกแบบภายใต้กระบวนทัศน์แบบสมมาตร (Symmetric) ให้มีลักษณะเป็นเอกรูป (Uniformity) ได้ก่อให้เกิดความเหลื่อมล้ำระหว่างอำนาจหน้าที่ตามกฎหมายกับหน้าที่ที่ถูกคาดหวังให้ต้องทำจนส่งผลให้เทศบาลสูญเสียขีดความสามารถในการแก้ไขปัญหาและรับมือกับความท้าทายของการบริหารจัดการเมืองขนาดใหญ่ ขณะที่บทเรียนประสบการณ์ของประเทศญี่ปุ่นและประเทศฝรั่งเศสได้ชี้ให้เห็นว่าการทลายกระบวนทัศน์แบบเอกรูปและแทนที่ด้วยกระบวนทัศน์กระจายอำนาจแบบอสมมาตรได้กลายเป็นทางออกที่ประสบผลสำเร็จ
ซึ่งช่วยให้เทศบาลสามารถบริหารจัดการและแก้ไขปัญหาของมหานครยุคใหม่ได้อย่างตรงจุด ผู้เขียนจึงเสนอแนะเชิงนโยบายเพื่อจัดวางดุลยภาพใหม่ของการบริหารจัดการเชิงพื้นที่ 2 แนวทาง ได้แก่ (1) การใช้กลไกข้อตกลงการมอบอำนาจหน้าที่แบบเจาะจงเทศบาลตามศักยภาพเพื่อเปลี่ยนความสัมพันธ์ระหว่างรัฐกับเทศบาลสู่การเป็นคู่สัญญา และ (2) การยกระดับสถานะของเทศบาลตามศักยภาพเชิงพื้นที่ให้เป็นเทศบาลมหานครที่รัฐกำหนด (Designated Metropolitan Municipality)
