บทบาทองค์กรปกครองส่วนท้องถิ่นในการสร้างประชาธิปไตยฐานราก: การวิเคราะห์เชิงสถาบันนิยมใหม่

บทคัดย่อ
บทความวิชาการนี้มุ่งวิเคราะห์บทบาทขององค์กรปกครองส่วนท้องถิ่นของไทยในการสร้างประชาธิปไตยฐานราก โดยอาศัยทฤษฎีสถาบันนิยมใหม่ทั้งสามสายเป็นแนวทางในการพิจารณาความสัมพันธ์ระหว่างสถาบันท้องถิ่นกับการก่อรูปวัฒนธรรมประชาธิปไตยในระดับชุมชน ได้แก่ สถาบันนิยมใหม่เชิงประวัติศาสตร์ซึ่งช่วยอธิบายการพึ่งพิงเส้นทางและความต่อเนื่องของสถาบัน สถาบันนิยมใหม่เชิงสังคมวิทยาซึ่งช่วยอธิบายอิทธิพลของบรรทัดฐาน ค่านิยม และวัฒนธรรมทางการเมืองที่ไม่เป็นทางการ และสถาบันนิยมใหม่เชิงทางเลือกที่มีเหตุผลซึ่งช่วยอธิบายโครงสร้างแรงจูงใจของผู้กระทำการในท้องถิ่น ผลการสังเคราะห์พบว่า องค์กรปกครองส่วนท้องถิ่นของไทยมีบทบาทสำคัญในการเปิดพื้นที่ให้พลเมืองเข้ามามีส่วนร่วมกับกิจการสาธารณะ การพัฒนาทุนทางสังคมในชุมชน การทำให้พลเมืองรับรู้ว่าการมีส่วนร่วมของตนสามารถส่งผลต่อการตัดสินใจสาธารณะ และการรักษาความต่อเนื่องของกลไกสถาบันท้องถิ่นให้เอื้อต่อการสะสมวัฒนธรรมประชาธิปไตยในระยะยาว บทบาทเหล่านี้สัมพันธ์กับเงื่อนไขเชิงสถาบันหลายด้าน ได้แก่ ความสอดคล้องระหว่างกติกาทางการกับบรรทัดฐานไม่เป็นทางการ กลไกที่ทำให้พลเมืองเห็นผลจากการเข้าร่วม ทุนทางสังคมที่มีอยู่ในชุมชน และความต่อเนื่องของนโยบายข้ามวาระการบริหาร บทความเสนอให้พัฒนาองค์กรปกครองส่วนท้องถิ่นของไทยผ่านการปรับโครงสร้างแรงจูงใจของสถาบันท้องถิ่น การทำให้กลไกการมีส่วนร่วมของพลเมืองมีสถานะที่มั่นคงทั้งในพื้นที่กายภาพและพื้นที่ดิจิทัล และการสร้างความร่วมมือระหว่างองค์กรปกครองส่วนท้องถิ่นกับสถาบันการศึกษา เพื่อให้การเรียนรู้ประชาธิปไตยของเด็กและเยาวชนเชื่อมโยงกับกระบวนการปกครองท้องถิ่นอย่างเป็นรูปธรรม
