This paper uses literature analysis and case analysis to collect and understand the current situation of procurement management and operation of private colleges and universities at home and abroad. Compare the similarities and differences between domestic and foreign government procurement and non-government procurement. Taking Z College as an example, the current situation and existing problems are studied and analyzed. Through the form of semi-structured interview questionnaire and questions on different topics, in-depth interviews were conducted for some on-job and ex-service personnel of Z College to find out their real working status, the current procurement status and obstacles encountered in the procurement management process of private colleges and universities, as well as the corresponding solutions or expected development direction. Finally, 13 interview records with high representative performance and authenticity were collected, and then internal control theory and rent-seeking theory were used as the basic research theory to explore the current problems existing in the procurement management process of private colleges and universities for analysis. And through the analysis of its existing reasons to further explore its deep reasons, and according to the corresponding reasons put forward relative private colleges and universities have a certain reference value of constructive suggestions. In addition, under the introduction of relevant laws and regulations in our country, this research takes the new Civil Promotion Law as the focus, and through the analysis of the existing problems of private university to understand the impact of the laws and regulations on private university.
