THE COMPETENCY LEARNING MANAGEMENT OF SCHOOL ADMINISTRATORS UNDER THE JURISDICTION OF SISAKET PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract
The objectives of this research were 1) to study the competency learning management of school administrators and 2) to propose suggestions for the development of study competency learning management of school administrators under Si Sa Ket Primary Educational Service Area Office 1. The sample group used in the research consisted of 342 teachers with 310 respondents representing 90.64 percent. The research tool was a five-level rating scale with the discrimination values between .50-.68 and the reliability of .91. The statistics used to analyze data were frequency, percentage, mean, standard deviation, and content analysis.
The findings were as follows: 1) The competency learning management of school administrators as a whole was perceived as a good level. The aspects ranked from the highest to the lowest mean scores were as follows: Ethics and morality, academic management, and academic leadership. And 2) Crucial suggestions for the development of competency learning management were (1) administrators should emphasize on implementing the quality cycle PDCA for academic management, (2) administrators should manage internal education quality by using PDCA, by using the internal quality assurance system of educational institutions as a base to drive continuity and sustainability, (3) administrators should encourage teachers to conduct learning management based on students’ interests and aptitude of students where the teacher guides the students, (4) administrators should have beliefs that ethic was strong foundation of education, and (5) administrators should be a belief that ethics is the cornerstone of education.
